PRE-SOLICITATION NOTICE
SYNOPSIS
The following is only a pre-solicitation notice, not a formal solicitation Request for Proposal.
The Department of the Interior-National Park Service (NPS), ConOps East intends to issue a Request for
Proposals (RFP) to award a firm fixed price construction contract to remove the existing underground
backflow preventer and water meter, abandon existing utility vault by filling it and covering it with
new concrete slab, install new water connection backflow preventer, coordinating a new Dare
County water meter installation, and providing a hotbox for both the new backflow preventer and
water meter. Project is located at Cape Hatteras National Seashore. The contractor shall provide all
technical support, materials, tools, equipment, and labor required to complete the project according to the
statement of work that will conform part of the solicitation. This requirement is being prepared per FAR Part
36, Construction Contracts, and will be solicited as a Total Small Business Set-Aside.

solicitation will be mailed or issued. To receive the solicitation package, you must download it from
SAM.gov. It is the contractor's responsibility to check the internet site daily for any posted changes
to the solicitation. Contractors must be registered in SAM-System for Award Management to receive
contract awards. A site visit will be conducted to which contractors are strongly advised to attend.
