PERFORMANCE WORK STATEMENT (PWS) Dated 7/10/2026 Preventive Maintenance (PM) and instrument troubleshooting support of the Zeiss EVO-15 Scanning Electron Microscope (SEM) PART 1 GENERAL INFORMATION The Bureau of Engraving and Printing (BEP) possesses a Zeiss EVO-15 Scanning Electron Microscope (SEM). SEMs are high-end instruments with various components used to generate microscopy images, up to the nanometer scale. Due to their design, it is necessary to have routine preventive maintenance (PM) to ensure instrument operation. Due to the complexity of the instrument, these type of PM contracts are provided by their manufacturer. Previously, BEP SEM had a contract with Zeiss to cover the PM on a yearly basis. The coverage of this contract ended, and this new package is design to keep supporting the future PMs for the SEM. As part of the targets, it is expected that the PMs cover the condition of environment, general system condition, power supply and operating voltages, damping/anti-vibration system, ventilation, electrical safety, user PC/configuration/critical updates for the hardware and software, vacuum system, specimen stage, secondary electron (SE)/back scatter electron (BSD)/variable pressure secondary electron (VPSE) detectors and video system, electron optics and other related items. General: This is a non-personnel services contract to provide Preventive Maintenance (PM) and instrument troubleshooting support of the Zeiss EVO-15 Scanning Electron Microscope (SEM). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Preventive Maintenance (PM) and instrument troubleshooting support of the Zeiss EVO-15 Scanning Electron Microscope (SEM) as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall meet the standards in this contract. Background: BEP possesses a Scanning Electron Microscope (SEM). This high-end instrument had a previous contract with its manufacturer to complete preventive maintenance (PM) and emergency support to their users. The previously mentioned contract ended in September 2025. However, the instrument is routinely used to support the Office of Quality Operations (OQO) mission. Therefore, a new contract from the instrument manufacturer is desired to support instrument troubleshooting as needed and to perform a yearly PM of this high-end instrument. Objectives: PMs should cover the condition of environment, general system condition, power supply and operating voltages, damping/anti-vibration system, ventilation, electrical safety, user PC/configuration/critical updates for the hardware and software, vacuum system, specimen stage, SE/BSD/VPSE detectors and video system, electron optics and other related items. Support should be available within 48 hours (business days) because of a request for assistance (including emails to the vendor). Scope: Preventive maintenance and troubleshooting support, including non-consumable pieces associated with repair not attributable to bad handling of the instrument. Services include PMs, on-site and remote support to keep SEM operational and producing quality results. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12- month option years. General Information Quality Assurance: The government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is a Government only document primarily focused on what the Government must do to assure that the contractor has performed in accordance with the requirements of the contract. Federal Government Holidays: The contractor is not required to perform services on holidays. Below a list with the federal holidays (actual date might be reassigned). New Years Day 1st day of January Martin Luther King Jr.'s Birthday 3rd Monday of January Presidents Day 3rd Monday of February Memorial Day Last Monday of May Juneteenth 19th day of June Independence Day 4th day of July Labor Day 1st Monday of September Columbus Day 2nd Monday of October Veterans Day 11th day of November Thanksgiving Day 4th Thursday of November Christmas Day 25th day of December Hours of Operation: The contractor is responsible for conducting business, between the hours of 9:00AM to 4:00PM Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor shall coordinate with the government regarding hour of operation for BEP Year End Shut Down. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. Place of Performance: The work to be performed under this contract will be performed at: Bureau of Engraving and Printing Annex Building 301 14th St SW Washington, DC 20250.
