OVERVIEW
The USDA Forest Service (FS), Francis Marion and Sumter National Forests, Enoree Ranger District will be
renting 4 pieces of equipment for projects in rural environments which includes, but not exclusive to,
rocks, water, trees, branches, and heavy mud. The FS will be renting these pieces of equipment only,
not operators.
Proposals should be submitted by line item for delivery and pick up charges, monthly rates, and any
other fees associated with renting, delivering, and picking up this equipment. The FS is a federal agency
and does not pay taxes and is self-insured. Contractors must be active in the System for Award
Management (www.sam.gov) to be eligible for this award. Invoicing will be through the Invoice
Processing Platform (www.ipp.gov).
SPECIFICS
Name brand is being used to describe the type of equipment that had been used in the past that worked
well for these types of projects. Pricing for exact or similar equipment may be submitted however
additional information may be requested for equipment that is similar. Similar equipment must meet or
exceed specifics.
1) QTY 1: CAT D6N-LGP w/ 13.4 ft VPAT (6way) blade machine is ISO rated net 166hp @ 45,000 lbs
(high track machine) used for pushing dirt, fine grading, and some clearing (see also Pg.2 specs). One
unit being rented for one month starting approximately 7 July 2025. Delivery and pick up
location is on the Enoree Ranger District at location in or near Newberry County to be
determined.
2) QTY 2: CAT 320E Series Excavator with hydraulic thumb. Excavator should meet or exceed 164hp
and 49,600lbs. Two units being rented for one month and starting approximately 7 July 2025. Delivery
and pick up location is on the Enoree Ranger District at location in or near Newberry County to be
determined
3) QTY 1: Terrmac RT7R tracked dump truck with rotating bed. Being rented for one month and starting
approximately 7 July 2025. Delivery and pick up location is on the Enoree Ranger District at location in
or near Newberry County to be determined
5) Equipment may need to be moved from one location to another location. Locations will be within the
Enoree Ranger District of delivery/pick up. Move locations will be dependent on weather, how well the
FS projects are faring, and any number of factors and locations are not known at the moment. However,
the FS can advise the equipment will not be transferred outside the Enoree Ranger District delivery/pick
up location. The maximum amount of moves for all equipment will be no greater than 4 moves.

EQUIPMENT REQUIREMENTS
Equipment shall meet all standards established by specification or incorporated by reference and shall
be maintained in good repair by the Contractor.
1) All equipment shall have:
a) An audible reverse warning device (backup alarm) of 87 decibels or greater measured at 5
feet behind and in the center of the equipment.
b) All factory guards shall be in place and in functional condition (i.e. engine compartment)
(applicable for heavy equipment).
c) Radiator protection (applicable for heavy equipment).
d) Seatbelts.
e) Factory installed cab or aftermarket cab system that meets or exceeds the original factory cab
for operator protection. The protective canopy shall meet all applicable Federal and State (the State
where the equipment is registered) safety standards (per OSHA, 29 CFR 1910.266) and must have an
enclosed environmental cab for operator protection, to protect the operator from injury due to falling
trees, limbs, saplings or branches which might enter the compartment side areas and from snapping
winch lines or other objects
f) Underbody protection (belly pan, rock guards unless not recommended by manufacturer).
2) Dozers - in addition to (a) equipment requirements, dozers shall have:
a) Factory installed Roll Over Protection Structures (ROPS) and Falling Object Protective
Structures (FOPS) meeting the standards set forth by OSHA for Forestry work for the year that the
machine was constructed is required. At no time will a machine that does not have a factory
FOPS/ROPS system be hired. A manufacturer's nameplate certifying the operator enclosure or
alternative documentation that the cab meets these provisions is required. Deflectors, which may be
part of the cab, shall be installed in front of the operator area to deflect whipping saplings
and branches. Deflectors shall be located so as not to impede visibility and access to the cab.
Modification of factory ROPS/FOPS (Cutting/Welding) and any aftermarket ROPS/FOPS
requires certification to ISO 3471/8082 or SAE J 1040/231.
b) Operator Protection shall meet all applicable Federal and State (the State where equipment
is registered) logging safety standards (per OSHA, 29 CFR 1910.266) and must have an enclosed
environmental cab for operator protection, such as a Forestry cab package with wire mesh covering
the windows or safety glazing that provides equivalent protection. The rear portion of the cab shall be
fully enclosed with mesh material over the windows or heavy Polycarbonate material capable of
withstanding a broken winch line or jillpoke, with openings of such size as to reject the entrance of an
object larger than 2 inches in diameter. The covering if installed, shall be affixed to the structural
members so that ample clearance will be provided between the screen and the back of the operator
and shall provide maximum rearward visibility. If using mesh, it shall extend forward from the rear
corners of the cab sides as far as possible; or at a minimum at least even with the operators chest. If
the tank, as mounted, provides equivalent guarding for the operator, then no additional mesh or
window glazing is needed. Polycarbonate windows are not "glass" but may be acceptable as a
