Technical Proposal (File I). The technical proposal will be used to make an evaluation and arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed description of the techniques, procedures, and program for achieving the objectives of the Statement of Work and any additional documentation included through attachments. ☐ a. Technical Capability. This section of the technical proposal should clearly describe the offeror's proposed approach to performing the requirement as detailed in the solicitation, statement of work, and its included attachments. It should clearly indicate which work is self-performed and which work is to be subcontracted.
