PART I - General Contract Requirements
1. General Requirements
1.1. Description of Work. The contractor shall provide all personnel, labor, supervision,
management, supplies, tools, equipment, parts, materials, transportation, shipping &
delivery, and all other items and services necessary for the Rental/Lease of heavy
construction equipment for use at Malmstrom AFB, Montana. All work shall be
accomplished in accordance with this Statement of Work (SOW), all applicable federal,
state, local laws, regulations, manufacturer’s specifications, and commercial practices.
1.2. Contract Changes/Additional Work. At future dates, the government reserves the
right to incorporate, add, remove, and/or modify quantities of work within the scope of
this requirement. At times, due to the nature of work, it may be necessary to modify this
requirement on an as-needed basis. Additionally, there may be a need for ‘one-time’
requirements or special sub-contracting opportunities in order to fulfill the requirement
needs. Any future changes to this requirement will be negotiated and incorporated in the
contact via contract modification, based on priced line items currently incorporated
within the contract. Any future changes to the requirements specified in this document
must be directed by the Contracting Officer (CO).
1.3. Delivery & Period of Performance (PoP). The contractor shall deliver the required
equipment, ready for use Not Later Than (NLT) 6 July 2026 and make equipment
available for rent/use between 6 July 2026 through 30 September 2026. The delivery of
equipment will occur during standard business hours on Monday through Friday
between 7:00AM and 4:00PM, however the times will fluctuate.
1.3.1. The Contractor shall be responsible for transporting the equipment to the
construction site. The Government will make every effort to provide the Contractor
the maximum amount of notice possible.
1.3.2. Notification of date and time of delivery will be made as early as possible for all
equipment. A minimum of 48 hours prior to the required delivery date, the 819
RHS Project Manager will contact the provider to coordinate the date/time and
specific location of deliveries.
1.3.3. All equipment is to be delivered to MAFB. See attachment for delivery location.

1.3.4. Specific drop off location on site will be coordinated with the 819 RHS project
manager, TSgt Kyle Munson (kyle.munson@us.af.mil) or TSgt Joshua Singleton
(joshua.singleton.5@us.af.mil).
1.3.5. In the event of adverse weather events prohibiting safe delivery of equipment, the
819 RHS Project Manager will contact the contractor to coordinate rescheduling of
delivery within the following 48 hours.
2. Military Installation Requirements
2.1. All mud, dirt, debris, foreign objects, trash, or spills caused by the contractor (including
Sub-Contractors) on a street or parking lot, used as access to the work site or staging
area shall be cleaned off the same day or as soon as practicable or requested by the CO.
2.2. The Contractor shall immediately report to the CO to discuss any issues or incidents
which may indicate potential imminent risk to Government personnel or the
environment. Following the notification, the Contractor shall be available to the CO for
instructions regarding remediation of the release. Contractor should be aware of “you
spill, you dig” policies, which means if you are the cause of the spill then you are
responsible for the cleanup. To report a release or spill, contact the CO immediately.
2.3. The Contractor shall follow existing security procedures and instructions applicable to
MAFB. The Contractor is responsible for providing required documents in a timely
manner to maintain the submitted work schedule. Delays caused by documents not
being submitted early enough are the responsibility of the Contractor.
2.4. The contractor shall adhere strictly to existing security procedures and instructions
applicable to accessing MAFB. Contractor personnel attempting to access MAFB shall
hold a current, valid identification (ID). The U.S Government shall not be liable for
delays resulting from pass coordination/approval. Contractor shall allot time into its
schedule for obtaining base access.
2.5. The Contractor shall adhere to all requirements specified in Department of Defense
(DoD) FAR clause 252.204-7004.
3. Emergency Situations. Installation access may be restricted at any time. Restricted access
is reserved for emergency actions, exercises, or increased installation security.
4. Contractor Responsibility.
4.1. The Contractor is responsible for the wellbeing of their workers. The Government will
not be responsible for supplying food or water to the Contractor’s workers. The

Contractor should bring enough food and water for his/her workers to last the entire
delivery period.
4.2. The Contractor shall provide the name and phone number of a supervisor that can make
decisions for the Contractor and who is responsible for the performance of the work.
The supervisor shall be designated in writing when the contract is awarded and must
always be available during work hours. The supervisor shall read, write, and speak
fluent English. Additionally, the supervisor shall have sufficient technical knowledge
regarding the requirements prescribed in this document. The identified Government
representative shall have the right to request a replacement for any individual not
deemed acceptable to the Government at any time.
