Description

Combined Synopsis/Solicitation Vindicator Maintenance (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W50S80-26-Q-0023 is issued as a Name Brand Only request for quotation (RFQ), for Vindicator Maintenance as described in the attached Performance Work Statement (PWS) dated 22 July 2026. This acquisition is a 100% Total Small Business Set-Aside. This solicitation incorporates provisions and clauses by reference. The North American Industry Classification System (NAICS) code 561621 - Security Systems Services (except Locksmiths), with a size standard of $25,000,000.00 and PSC DJ01 - It and Telecom - Security and Compliance Support Services (labor) will be utilized. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This document incorporated provisions, and clauses are in effect through Federal Acquisition Circular FAC 2026-01 Effective 13 March 2026 and the Revolutionary FAR Overhaul (RFO) as applicable. (iv) The anticipated Period of Performance for this contract will start 1 September 2026 through 31 August 2025 at Otis Air National Guard Base, Buzzards Bay, MA 02542. (v) See attached document titled 4. Provisions and Clauses_W50S80-26-Q-0023 for a list of solicitation provisions that apply to the acquisition. (v)(i) The provision at RFO FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. See Provisions and Clauses document. ***Addendum to RFO FAR 52.212-1*** The Offeror shall submit following items. 1. Completed pricing sheet via the attached RFQ labeled “RFQ W50S80-26-Q- 0023_Vindicator Maintenance”. 2. Documentation stating Platinum, Gold, or Silver partners of Honeywell Vindicator. 3. The Offeror shall submit at least two examples of within scope federal contract awards within the past 5 years by providing a reference contract number. 4. The Offeror shall submit a detailed documentation on the proposed methods for satisfying the requirements outline in paragraph 5 of the PWS dated 22 July 2026. (v)(ii) The provision at RFO FAR 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition. See Provisions and Clauses document. ***Addendum to RFO FAR 52.212-2*** These factors are further described below: 1. Technical a. The Offeror shall provide a detailed documentation on the proposed methods for satisfying the requirements outline in paragraph 5 of the PWS dated 22 July 2026. 2. Past Performance: Submit at least two examples of within scope federal contract awards within the past 5 years by providing a reference contract number. 3. Price: -- 2 of 3 -- The Government will evaluate the pricing proposed by the Offeror for fair and reasonableness based upon pricing received from other Offerors. The Total Evaluated Price (TEP) will be the sum of all CLINs listed in this combined synopsis/solicitation. (vi) See attached document titled 4. Provisions and Clauses_W50S80-26-Q-0023 for a list of contract clauses that apply to the acquisition. (vii) Quotes must be submitted via email no later than (NLT) 2:00 P.M.
