Executive Summary
This document establishes the Performance Work Statement (PWS) for a one-time, highly specialized
cleaning and decontamination project at the Firing Range facility, specifically targeting Debris Room
#2 and Range 3. Additionally, it provides a critical comparison against the existing routine
maintenance contract to ensure clarity of scope, preventing operational conflicts while identifying
supplemental service overlaps.
1.0 Description of Services
The contractor shall provide all necessary labor, materials, and equipment to perform one-time cleaning
and decontamination services for the Firing Range facility, specifically within "Debris Room #120" and
"Range 3".
2.0 Scope of Work
The contractor shall perform the following tasks:
2.1 Mobilization & Safety
• Provide and utilize Personal Protective Equipment (PPE) suitable for hazardous cleanup for all on-
site personnel.
• Use half-face respirators with HEPA cartridges.
• Establish a negative air environment using air scrubbers with HEPA filters running for the duration of
the project (estimated 2 days).
2.2 Debris Room #120
• Clean walls (approx. 1,115 sq. ft.).
• Clean the floor using pressure steam (approx. 1,076 sq. ft.).
• Perform detailed HEPA vacuuming of all surfaces within the room (approx. 2,192 sq. ft.).
2.3 Range 3
• Clean the floor using pressure steam (approx. 4,992 sq. ft.).
• Perform detailed HEPA vacuuming.
2.4 Demobilization
• Perform on-site decontamination of all equipment during the cleanup.

2.5 Waste Compliance
• Provide and utilize waste containers that comply with DoT and RCRA requirements to collect all
hazardous waste generated.
• Ensure containers are not leaking or damaged, container material is compatible with waste
collected, and maximum container weight is not exceeded.
• Provide and utilize DoT and RCRA compliant waste markings and labels which identify waste
collected in containers.
• Provide the installation Hazardous Waste Program Manager Safety Data Sheets for any chemicals
used during the cleaning process.
• Prepare containers for transport to Building 525.
