USMMA - CLEANING AND REMEDIATION OF THE BOWDITCH HALL INDOOR GUN RANGE

Statement of Work (SOW) 1. Background The United States Merchant Marine Academy (USMMA), Kings Point, NY, operates an indoor firearms training range that requires periodic deep cleaning and environmental remediation to ensure compliance with OSHA, EPA, DoD, DHS, MARAD, and New York State regulatory requirements. Work includes management of lead-contaminated dust and debris, firearms range residue, and potentially lead-based paint. USMMA is listed on the National Register of Historic Places on August 29, 2014. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR part 68). http://www.nps.gov/tps/standards/four- treatments/treatment-guidelines.pdf. Additionally, all work shall meet or exceed the standards provided in the Secretary of the Interior’s Standards for Rehabilitation and guidelines for applying the standards published by the National Park Service, U.S. Department of the Interior 36 CFR 67.7 - Standards for rehabilitation.” This SOW describes services for a one-time comprehensive cleaning and remediation of the Bowditch Hall indoor gun range, including exhaust system HEPA filter replacement, brass casing recovery and recycling with credit to USMMA, and encapsulation of any deteriorated lead-based paint. 2. Scope of Work The Contractor shall furnish all labor, supervision, equipment, tools, materials, permits, transportation, and disposal necessary to perform the following tasks: 2.1 Site Preparation and Safety • Conduct pre-work site inspection and coordination with USMMA facilities and safety personnel. • Submit a site-specific Health and Safety Plan (HASP) addressing lead exposure, respiratory protection, ventilation isolation, and waste handling. • Establish containment and negative pressure as required to prevent dispersion of lead- contaminated dust. • Comply with OSHA 29 CFR 1910 and 1926 standards (including Lead in Construction). -- 1 of 14 -- 2.2 Indoor Gun Range Cleaning • HEPA vacuum all floors, walls, ceilings, target carriers, baffles, traps, and ancillary surfaces, with explosion-proof HEPA equipment capable of capturing a minimum particulate of 0.3 microns with 99.97% efficiency. • Wet-wipe all accessible horizontal and vertical surfaces using lead-specific cleaning agents. • Remove accumulated lead dust, unburnt powder residue, and debris generated by firearms use. 2.3 Exhaust System HEPA Filter Removal and Replacement • Remove and properly containerize ten (10) existing custom metal-sided HEPA (99.97%) filters from the range exhaust system. • Transport and dispose of used filters as hazardous waste in accordance with federal and New York State regulations. • Furnish and install ten (10) new custom metal-sided HEPA (99.97%) filters meeting or exceeding original manufacturer specifications and airflow requirements. • Verify proper installation, airflow, and seal integrity after replacement. 2.4 Brass/Casing Recovery and Recycling • Collect spent brass casings from the range floor and traps. • Separate casings from lead and debris. • Transport casings to a licensed recycler. • Provide documentation of weight and recycling value. • Credit the full recycling value back to USMMA as a line-item deduction. 2.5 Lead-Based Paint Encapsulation • Identify areas with peeling, chipping, or otherwise loose lead-based paint. • Stabilize surfaces via surface preparation and application of approved lead encapsulation coating systems. • No abrasive removal methods permitted. • Provide a minimum of two (2) coats of encapsulant (provide SDS to academy). • Encapsulation shall comply with EPA and HUD lead-safe work practices. 2.6 Waste Handling and Disposal • Characterize, containerize, transport, and dispose of all lead-contaminated waste, filters, wipes, PPE, and debris. • Provide waste manifests and disposal documentation to USMMA. 2.7 Closeout • Perform post-cleaning visual inspection with USMMA. • Submit final report including: o Description of work performed -- 2 of 14 -- o Waste manifests (including final waste manifests) o HEPA filter specifications o Brass recycling credit documentation o Certification of compliance 3. Contract Line Item Number (CLIN) Structure The following CLIN structure is provided for use in a firm-fixed-price standalone contract or task order. Prices shall be inclusive of all labor, materials, equipment, supervision, overhead, and profit unless otherwise noted.
