PR #: 75110PR260017405 STATEMENT OF WORK LAST UPDATED: 07/01/2026 PAGE 1/10 STATEMENT OF WORK (SOW) FOR UNITED STATES COAST GUARD (USCG) FORCECOM ARMORY DETACHMENT HONOLULU BULLET TRAP CLEANING AND DEBRIS REMOVAL FROM DEXTER SMALL ARMS FIRING RANGE GENERAL 1.1 BACKGROUND Dexter Small Arms Firing Range located at 400 Sand Island Parkway, Honolulu, HI 96819 provides an enclosed training environment for Coast Guard and other government agencies to conduct live fire range training on Base Sand Island. The range utilizes a rubber pellet bullet trap to catch fired rounds. Over time, this bullet trap must be emptied and sifted so that waste debris can be properly disposed of. During this process, the back wall of the range is inspected for damage, then all pellets are put back in place and fresh pellets can be added if necessary. This cleaning process is required on an annual basis. 1.2 SCOPE The Dexter range is a partially enclosed facility with open baffling on the roof for The Dexter range is a partially enclosed facility with open baffling on the roof for ventilation. The range of buildings is 52 feet wide and 106 feet long, with 8 designated firing lanes. The Dexter range is a frangible-only range, though trace amounts of lead are possible. The Contractor must provide all labor, materials, equipment, and supervision necessary to perform comprehensive bullet trap cleaning and debris removal services, including: ➢ Removal of all rubber pellets and debris from the back wall of the range. ➢ On-site processing and sifting of material to separate and dispose of hazardous and non- hazardous waste. ➢ Allowing USCG personnel to inspect and repair the back wall. ➢ Returning cleaned rubber pellets to the back wall in a uniform slope and adding fresh pellets as needed. ➢ Removal of all frangible debris (e.g., shotgun waddings, paper, cardboard fragments). ➢ Collection of debris samples for laboratory analysis (lead content). ➢ Collection of daily air quality samples during work for laboratory analysis. ➢ Wet scrubbing and cleaning the entire range floor after pellet replacement. ➢ Proper disposal of all trash, extra materials, and hazardous materials in accordance with Federal, State, and local regulations. 1.3 OBJECTIVE The objective of this SOW is to establish a recurring cleaning service for the Dexter Small Arms Firing Range. The service will ensure thorough cleaning and debris removal from the granular bullet trap, support back wall inspection and repair, and maintain the range in a safe and operational condition. Comprehensive Firing Range Cleaning ➢ OSHA 29 CFR 1926.62, Lead Exposure in Construction ➢ OSHA 29 CFR 1910.1025 App B – Employee Standard Summary 1.5 Site Visit Ensuring accurate bid submissions is crucial to the success of our project. Therefore, we strongly encourage all bidders to conduct a thorough site visit to verify quantities before finalizing their bids. It is expected that offerors or quoters will inspect the site where the work will be performed to better understand the scope of the project. To facilitate this process, an organized site visit has been scheduled for Aug MMM DD, YYYY, at 00:00 am/pm HST. Participants are requested to assemble at [Insert Meeting Location]. Please note that all visitors must provide the following information prior to scheduling a site visit: full legal name, date of birth, contact number, email address, Real Id Driver’s License, registration of vehicle and proof of insurance. No personnel with felony convictions are permitted to access Coast Guard facilities under any circumstance. All vendors interested in attending a site visit must submit their request and information by sending an email to john.h.caicedo2@uscg.mil. 2.0 SPECIFIC REQUIREMENTS/TASKS 2.1 TASK ONE – RESPONSIBILITY The Contractor must remove all granular rubber pellets from the backstop and any compacted material from the baffle plate. Estimated debris since last cleaning (Dec 2024): 7,000 lbs. from approximately 500,000 rounds. Weight records must be maintained for all debris removed. 2.2 TASK TWO - BACKSTOP INSPECTION After debris removal, a one-day buffer will be provided for USCG personnel to inspect the backstop baffle plate for damage and conduct repairs as necessary. 2.3 TASK THREE - DEBRIS PROCESSING The Contractor must process all rubber pellets and debris on-site to filter out frangible debris and maximize separation of hazardous material. All garbage and hazardous materials must be disposed of in accordance with Federal, State, and local regulations. Hazardous waste disposal manifests must be provided. 2.4 TASK FOUR - REPLACEMENT AND TESTING Upon the completion of processing all debris, the “clean” rubber pellets will be returned to its original location to an even depth across the face of the baffle plate.
