Statement of Work (SOW) – Asbestos Abatement in Olmstead’s Quarters Fort Pulaski National Monument Required Services The Contractor shall provide all labor, materials, equipment, supervision, permits, testing, disposal, documentation, and incidental services necessary to perform selective asbestos abatement and preservation-sensitive restoration work associated with two historic fireplaces located within Olmstead’s Quarters at Fort Pulaski National Monument. The work includes the identification, containment, controlled dismantling, removal, handling, transport, and disposal of asbestos-containing materials (ACM) located between the marble fireplace surrounds and firebox assemblies, as identified in the asbestos field notes and laboratory analysis indicating the presence of chrysotile asbestos. The Contractor shall perform all work in a manner that protects historic fabric and preserves the original appearance, configuration, and integrity of the fireplaces and surrounding historic materials. Location of Work. Fort Pulaski National Monument – Inside Fort 101 Cockspur Island Road Savannah, GA 31010 Pre-Bid Site Survey A pre-bid site walk-through must be performed prior to bid with Contracting Officer’s Representative (COR) or other authorized park management representative present. Any provided site plans, maps, or photos cannot be used as a substitute for a site visit. Appendix 1 contains field notes, photographs, maps, and other information regarding this work. Period of Performance Within 30 days after award, unless otherwise negotiated and agreed by park and Contracting Officer (CO.) 1. General Requirements • All sites are to be left clean and orderly at the end of each day. No materials are to be left onsite that are not easily secured. The park assumes no liability for any equipment not properly secured that is stolen, missing, or damaged over the course of the contract period of performance. • Disposal of any demolished building, site, or landscape materials will be done in accordance with applicable state and local laws. Park waste management facilities may not be used for disposal of any construction material. • Site is to be closed to all visitors and vehicle traffic while work is being performed as well as while the site is left unattended. This is to be done with signage and appropriate, neatly placed closures such as stanchions, construction fencing, cones, or other sturdy materials. -- 1 of 15 -- • The Contractor must exercise care and caution in all activities performed on or near historic structures, landscapes, and other National Park Service (NPS) properties. Measures must be taken to protect the landscape and surrounding areas from damage during the execution of the work, ensuring that no harm comes to the landscapes, sites, or park structures throughout the project. • The Contractor is to stop work and alert the park’s contracting officer representative (COR) or other authorized management representatives of any accidental damage immediately so that it can be documented and handled according to proper NPS procedure. • The Contractor will be held responsible for all restoration of the site, both landscape and building, if damaged while work is performed. The restoration must bring the worksite to the appearance and condition that existed prior to the work being performed. The Contractor is responsible for cleanup, removal, and disposal of any debris associated with their installation of equipment and restoration of the building if damaged. • All planned service interruptions must be coordinated with the park, and the time-of- service interruption must be as short as possible. The park shall be notified of any scheduled utility or access interruptions as early as possible, but no less than 48 hours prior to any planned interruption. The Contractor shall inform the government as soon as it is known that there may be an unplanned interruption. 2. Project Specific Requirements 2.1 Documentation Prior to disturbance of any historic material, the Contractor shall: • Photograph all fireplace assemblies, surrounds, hearths, mortar joints, and adjacent finishes • Document existing conditions, dimensions, alignment, and component locations • Label and catalog all removable historic materials to ensure accurate reinstallation • Protect and archive documentation as part of the project record 2.2 Protection of Historic Materials The Contractor shall protect all adjacent historic features from damage caused by work activities. Protection measures shall include: • Non-staining protective coverings • Temporary barriers • Dust protection systems • Vibration control measures • Floor and wall protection • Controlled access zones The use of aggressive demolition methods is prohibited. Hand tools and low-impact dismantling methods shall be utilized whenever feasible. The following methods and equipment shall not be permitted unless specifically approved by the COR: • Impact demolition tools -- 2 of 15 -- • Abrasive grinders • Uncontrolled cutting tools • High-vibration removal equipment 2.3 Containment and Environmental Controls The Contractor shall establish regulated asbestos work areas including: • Critical barriers • Negative air containment systems • HEPA-filtered exhaust equipment • Worker decontamination facilities • Waste load-out procedures • Warning signage and restricted access controls Containment systems shall be constructed in a manner that minimizes attachment or damage to historic surfaces. 2.4 Selective Dismantling The Contractor shall selectively dismantle fireplace components only to the extent necessary to access ACM. Work shall include: • Careful removal of mortar at designated joints • Temporary removal of marble surround components • Labeling and cataloging of all removed components • Secure storage and protection of salvaged materials All removed historic materials shall remain the property of the NPS.
