Agricultural Wash - Equipment Disinfecting Service

Question – Virkon-S Dwell Time and Post Rinse Requirement Does the PWS require a specific dwell/contact time for the 1% Virkon-S solution after application? Additionally, is a post-application rinse required, or is the process limited to applying the solution and allowing it to air dry? This has a direct impact on labor time, water usage, and wastewater volume. Answer: Applied as a liquid (1% solution) Can be done using the SKUMIX 20 also Mildly CORROSIVE in 1% solution. Contractor must rinse vehicle off when finished, especially soft metals (aluminum & copper) Creates large amounts of wastewater that must be disposed of per local regulations & requirements requires 10 minutes contact time and air dry per manufacture label, then rinse. A 1% solution must also be used during the 10 minute contact to keep the surface wet via misting or other application. Question – Equipment Condition Upon Delivery The PWS states the Army will deliver equipment pre-cleaned and free of dirt and debris prior to Virkon-S application. Can the Government confirm that all 50 pieces of equipment will arrive at the wash site in that condition? If equipment requires pressure washing or pre- cleaning prior to disinfectant application, would that constitute additional scope outside the current PWS? Answer: Yes, all equipment will be located close to the AGWASH station prior to the application. UTARNG will pressure wash/ pre-clean all the equipment before sanitizing. Question - Is it acceptable to use a pressure washer for the disinfection process? Answer: Can be applied using sprayers, foggers or misting systems. Ensure you read the PWS for full understanding. Most questions are addressed there. Question: Will the government provide electricity and water source? Answer: Yes Question: Will the contractor be allowed to leave their equipment onsite at the end of the workday? Answer: Yes, the government can coordinate with a nearby unit on Camp Williams to leave the equipment at their building. -- 1 of 2 -- Question: Is it acceptable for the prime contractor to utilize qualified subcontractors for the agricultural wash and disinfecting services, provided the prime contractor remains responsible for overall contract management and performance? Answer: Yes Question: The PWS references the use of Virkon-S and required licensing. Is it acceptable for the required commercial pesticide applicator license to be held by a subcontractor performing that portion of the work, rather than by the prime contractor directly? Answer: See PWS: 1.4.7 Special Qualifications: The contractor shall ensure all employees possess all required licenses for operating Virkon-S Ag Washing used in the performance of this contract. Question: Will the Government provide the wash rack, water source, and wastewater containment/disposal infrastructure at Camp Williams, or should offerors include all wastewater collection and disposal capabilities within their proposal? Answer: we will provide the wash rack and water source. The contractor needs to collect the wastewater and disposal. Question: The PWS estimates 50 pieces, but the Q&A list includes 45 items. Should offerors price the Q&A list specifically or a total of 50 pieces? Answer: It is (38) pieces of rolling stock and (7) 20ft MILVAN Box Ship Containers. Totaling 45 pieces to be sanitized. However, there still may be some variation. Question: What volume of wastewater should offerors assume for pricing purposes? Answer: Per the attached slide, Virkon-S 1% solution “creates large amounts of wastewater that must be disposed of per host nation/local regulations and requirements”. Question: Is pressure washing required, or is a spray application of 1% Virkon solution acceptable for equipment that is already clean? Answer All rolling stock and ship containers have already been pressure washed and wiped down. No other cleaning should be required. Question: Does the application include undercarriages or only visible exterior surfaces? Answer: Yes, undercarriages are required. The equipment will be power washed prior to the AGWASH to ensure there is no Dirt, soil, vegetable matter etc. not visible on any external surfaces. -- 2 of 2 --
