1 PERFORMANCE WORK STATEMENT FOR KITCHEN FOOD AND GREASE REMOVAL SERVICE SPANGDAHLEM AIR BASE, GERMANY Revised June 9, 2026 -- 1 of 6 -- 2 1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, containers, vehicles, licenses, transportation, supervision, and other items and services necessary for the pick-up and dispose of weekly kitchen food and grease on Spangdahlem Air Base. The contractor shall perform to the standards in this Performance Work Statement (PWS) as well as to all applicable standards. The estimated workload and collection points listed in Appendix A, of this PWS. REGULATIONS, LAWS AND STANDARDS The contractor must be a certified company by the German Government to collect, transport and dispose food waste of Category 3. Facility operations, waste food and grease discharge and removal practices shall comply with all applicable federal, state and local Government regulatory standards as listed below: • Tierische Nebenprodukte-Beseitigungsgesetz (TierNebG) • Gesetz zur Vorbeugung vor und Bekämpfung von Tierseuchen (Tiergesundheitsgesetz TierGesG) • Verordnung (EG) Nr. 1069/2009 des Europäischen Parlaments und des Rates vom 21. Oktober 2009 mit Hygienevorschriften für nicht für den menschlichen Verzehr bestimmte tierische Nebenprodukte und zur Aufhebung der Verordnung (EG) Nr. 1774/2002 (Verordnung über tierische Nebenprodukte) • Environmental Final Governing Standards for Germany • Verordnung des europäischen Parlaments und des Rates über Lebensmittelhygiene (EG Nr. 852/2004). • Verordnung über Entsorgungsfachbetriebe, technische Überwachungsorganisationen und Entsorgergemeinschaften (Entsorgungsfachbetriebeverordnung - EfbV) • Gesetz zur Förderung der Kreislaufwirtschaft und Sicherung der umweltverträglichen Bewirtschaftung von Abfällen (Kreislaufwirtschaftsgesetz - KrWG). The contractor shall be aware that in all cases, the most stringent of the different laws and regulations will be effective. Contractor shall be an authorized and certified company and have the following qualifications: - Waste food & grease specialist according to Entsorgungsfachbetriebeverordnung (EfbV). - Valid authorization and number of the German Federal State to perform this service. 2. COLLECTION REQUIREMENTS. SCHEDULE/S. The contractor shall provide a “Schedule for Food and Grease Removal” 5 calendar days before commencement of contract. Any change/s to the aforementioned schedule shall be reviewed and approved by the Contracting Officer and 52 CES/CEOE prior to commencement of services and/or deletion of services. I t is determined that services as identified in this Performance Work Statement are NOT mission essential. UNSCHEDULED COLLECTIONS. The contractor shall be required to perform -- 2 of 6 -- 3 unscheduled collections upon notification by the government POC. The contractor shall respond/provide pick-up service within 48 hours after notification by phone or after receipt of e-mail. Pick-up is only required on weekdays from 0700 –1600 hrs and prior coordinated with the POC. POINTS OF COLLECTION. Facilities requiring food and grease collection are listed in Appendix A. The contractor shall position the lockable containers in each designated area to be easily accessible for the customers. The contractor shall position lockable containers only at the designated areas to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, and other potential obstructions. GOVERNMENT- APPROVED CONTAINERS. Containers used for collection of kitchen food and grease shall be contractor-provided, government-approved for category-3 food waste and lockable containers. The containers shall be app.120 L containers in size, which are clearly marked for “Food” or “Grease” respectively. The 52 CES shall approve the types of containers utilized at least 10 days before contract start date. MAINTAIN CONTAINERS AND COLLECTION AREAS. The contractor shall always return the containers to their original location after servicing, in an upright position with the lids securely in place. The contractor shall be responsible for immediately cleaning up any spills, debris, etc., during servicing of containers. The contractor shall be responsible for keeping collection areas free of refuse and debris. DISPOSAL. The contractor shall transport and dispose of all waste to an acceptable and German government approved off-base disposal site that is selected by the contractor. The contractor shall be responsible for any permits (Handelspapier) transportation or fees associated with the use of the off-base disposal, combustion or recycling locations. EQUIPMENT MAINTENANCE. The contractor shall maintain all collection containers, ensuring they are free of unpleasant odors, dirt, debris, and pests. All containers and trucks shall remain in good, workable condition, according to EG 1069/2009 Chapter 1 and easily visible to customers. Trucks and trailers utilized by the contractor for collecting and hauling off the materials shall be clean at all times and marked with the contractor’s name. REPORTS AND RECORDS. The contractor shall provide a weekly pick-up report (Handelspapier) detailing the number of facilities serviced, number of containers emptied, total liter quantity of kitchen food and grease collected, and date and time each collection was performed. The weekly report shall be submitted to 52 CES/CEOE, Maintenance Engineering Flight, Building 120 on Spangdahlem Air Base, Germany same day the collection is performed. The Handelspapier will be the basis for the monthly invoice / receiving report. 2. GENERAL INFORMATION. 2.1. HOURS OF OPERATION. Collections shall be made weekly on Thursdays between the hours of 0700-1600. From 01 May to 30 Sep of every year an additional -- 3 of 6 -- 4 pick-up shall be carried out weekly on Mondays in order to reduce the pest infestation of the collection containers.
