Performance Work Statement (PWS) Airfield and Weather Flight Carpet Replacement Peterson Space Force Base (PSFB) Colorado 24 April 2026 POC: SHANE BALOW, 719-556-8675 -- 1 of 10 -- 2 Airfield and Weather Flight Carpet Replacement 1.1. PROJECT SCOPE 1.1.0. Provide all personnel, equipment, tools, materials, transportation, supervision and other items necessary to perform inspection, and replacement of Airfield and Weather Flights carpet as defined in this Performance Work Statement (PWS), in Building 122 at Peterson Space Force Base (PSFB), Colorado. Conform to all federal, state, local requirements for Occupational Safety and Health Administration (OSHA) and applicable manufacture standards are required in the PWS. 1.1.1. Work must be performed and monitored in accordance with (IAW) DAFI 32-1001 Operations Management, Air Force Operational Safety and Health (AFOSH) Standards, AFM 91-203, Air Force Consolidated Occupational Safety Standard; AFJ 91-501, The US Air Force Traffic Safety Program; Codes of Federal Regulations (CFR)- 29 CFR-Code of Federal Regulation/or Occupational Safety & Health Administration-Labor; and 40 CFR-Code of Federal Regulation for Protection of the Environment. 1.2. GENERAL REQUIREMENTS 1.2.0. Conduct all work in accordance with the specifications, all applicable codes, and the construction drawings and details. The Contractor shall comply with the UFC 1 200-01, Peterson SFB Installation Facility Standard and Peterson SFB Design Guide. The Contractor shall follow all Green Procurement mandates and submittal requirements. The government requires the use of recycled and recovered materials, bio-based products, energy, and water saving products, and environmentally preferable products. 1.2.1. Dispose of all waste generated by this project according to all applicable regulations. 1.2.2. The Contractor shall be responsible to verify site conditions, measurements, quantities, and materials needed to complete this project prior to submitting a proposal. 1.2.3. Estimated Performance Time: 60 calendar days. -- 2 of 10 -- 3 Airfield and Weather Flight Carpet Replacement 1.2.4. All work, equipment, and materials required for this contract shall be staged in an area coordinated with the Base Civil Engineer (BCE) personnel or Government designated representative (i.e., Contracting Officer, Project Manager, Construction Manager). This staging area will not interfere with building operations or access to Peterson Space Force Base (PSFB). Staging area will be cordoned off appropriately per applicable safety requirements. 1.2.5. The project shall conform to all applicable Federal, State, and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. 1.2.6. All work accomplished by the Contractor shall comply with the contract criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration. All construction work shall be subject to stoppages and delays due to critical PSFB mission requirements. 1.3. WORK ACCOMPLISHMENTS 1.3.0. The contractor shall provide the following IAW square footage listed in Appendix A. 1.3.1. Carpet will be delivered to Bldg. 122. Contractor is responsible for transporting material inside PSFB to work locations in a vehicle that has an approved Vehicle Access Request (VAR). 1.3.2. Contractor shall be responsible for removal and disposal of existing carpet/rubber. 1.3.3. When installing carpet, in accordance with the manufacturer’s recommendations, leave any existing vinyl flooring in place. The carpet shall be affixed to any existing vinyl floor covering. The carpet tile shall be twenty-four by twenty-four (24x24) inch square or plank style (9 x 36), ensuring a uniform modular size with quick release adhesive containing low Volatile Organic Compounds (VOC), of commercial grade severe wear standard of greater than eight-ten years, and minimum five thousand (5,000) density. Installation will follow the quarter-turn pattern method for a seamless look for the 24 inch square carpet or plank positioning for the 9 x 36 carpet, government can request pattern adjustments if aesthetics is unsatisfactory after initial installation. Requested color and pattern references are posted at paragraph 1.3.4. -- 3 of 10 -- 4 Airfield and Weather Flight Carpet Replacement 1.3.4. The mandatory USAF Carpet II Program Ordering Guide dictates that carpet will be purchased from one of the following vendors at Government Deviated Pricing and that pricing will be passed on. Contractor shall move furniture as necessary to install new carpet and cove base to cover the entire diameter floor area (tile to wall), per customer’s requirements, place furniture back in uniform position. For furniture that is permanently secured (bolted to floor or wall), contractor shall ensure to cut/trim the carpet to fit as closely as possible; to and under, the furniture where feasible. The contractor shall ensure to cut/ trim the bottom of doors to allow for proper operation over new flooring as agreed upon schedule. The Government is responsible for removing all personal items prior to work. Prior to the contractor relocating the furniture for carpet installation, the contractor shall coordinate with the government to have the phone, internet cables, and power cords removed by the responsible government agency as required.
