SECURITY………………………………………………………………………………...........7 -- 2 of 11 -- 1 PART I – PROJECT SPECIFIC GUIDANCE 1.1 SCOPE 1.1.1 PERIOD OF PERFORMANCE: All work shall be accomplished no later than 60 calendar days after date of award. 1.1.2 OBJECTIVE: Remove the old carpet and install a new carpet in the Blessed Sacrament Chapel (North Wing) and all rooms connected to the Blessed Sacrament Chapel of Building 3. 1.1.3 BUILDING SITEWORK: Joint Base Elmendorf‐Richardson (JBER) is located on the northern edge of Anchorage, Alaska and is accessible from the Glenn Highway at the Fort Richardson gate. The project will take place on the Fort Richardson side of building 3. The carpet replacement project will be in the Blessed Sacrament Chapel and all rooms connected to the Blessed Sacrament Chapel of Bldg. 3. 1.1.4 LIMITATIONS: Utility outages are minimized to limited to scheduled cutovers during off‐duty working hours. All outages, cutovers, and system energizing shall be coordinated with, approved by, and conducted under the supervision of 773d Base Utilities personnel at least three weeks in advance. The contractor shall coordinate all electrical, HVAC, and plumbing outages with 773 CES/CEOER in accordance with base procedures and required timelines. The contractor shall notify the Government of HVAC system shutdowns no less than four (4) business days prior to system shutdown date. The contractor shall be escorted into any areas they do not have the appropriate clearance to be in as determined by the government. 1.1.5 ASBESTOS: The site has been tested for Asbestos, results were negative. If, however, any such materials are suspected or discovered, the contractor must stop work and contact 673CONS. Work shall not resume until testing, abatement, and clearance have been completed. All removed components shall be disposed of by the Contractor in accordance with all applicable federal, state, and local regulations. 1.1.6 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. The contractor shall verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period. 1.1.7 USE OF EXISTING UTILITIES: The Contractor shall not be permitted to use any utilities within the existing building, with the exception of electrical power. The Contractor shall implement strict conservation practices when using facility- provided electricity. If the Contractor is found to be using utilities in a wasteful manner or failing to observe conservation measures, the cost of this utility usage will be passed along to the Contractor for the remaining performance period of the project. 1.1.8 SITE VERIFICATION: Contractor shall field verify all existing conditions, dimensions and quantities prior to equipment selection and installation. 1.1.9 SUBMITTALS AND APPROVAL: The contractor shall coordinate equipment selections and obtain approvals by 673 ABW/ HC prior to installation.
