1.0 Scope
The Contractor shall provide all personnel, equipment, tools, materials, supervision,
administration, and services necessary to remove existing carpet flooring, prepare the
subfloor, and install new carpet in the atrium, as well as the corridors and offices of Lower
Level 1, Building 1000 (B1000) at Headquarters United States Strategic Command
(USSTRATCOM) at Offutt AFB, NE. The project involves purchasing new carpet for the
atrium, corridors and specific offices, as well as salvaging serviceable carpet tiles from the
corridors to be reused in office spaces on Lower Level 1.
No alterations, additions, or deletions shall be made unless by prior approval of the
Contracting Officer (CO). Work shall be completed in a neat, substantial, and competent
manner in compliance with the manufacturer’s instructions.
2.0 Floor Covering Parameters and Specifications
To ensure continuity of design and materials throughout the USSTRATCOM facility, all new
carpet must conform strictly to the specified building standard and material call-outs
below. The Contractor shall purchase and install the following materials.
2.1 Atrium Carpet (Approximately 1,450 sq yards new) The Contractor shall purchase
new carpet for the Atrium in the following quantities and styles.
• Main Atrium (735 sq yards) – CLIN 0001/0002: (Millikin Consequence Legacy
SEQ165-108 Whisper)
o Manufacturer: Milliken

2.2.1. Salvage and Reuse Requirement – CLIN 2002
The Contractor shall remove approximately 1,100 sq yards of existing carpet in standard
corridors and 350 sq yards in secure area corridors, salvaging as much reusable carpet as
possible.

The salvaged corridor carpet tiles, combined with the new office carpet tiles (Section 2.2),
shall be used to replace unserviceable carpet tiles in office spaces encompassing 1,002
desks (approximately 900 sq yards required).
3.0 Execution and Coordination of Work – CLIN 002/1002/2002
3.1 Schedule and Phasing: Prior to carpet removal and installation, the Contractor shall
provide a critical path method construction schedule to the J43 Project Manager (PM). This
schedule must detail the phasing and sequencing of carpet removal, salvage, and
replacement activities.
• Work shall be performed in a manner that ensures corridors remain open and
operational during work.
• All activities must be coordinated with the J43 PM to minimize mission impacts and
contractor delays.
3.2 Floor Preparation: The Contractor shall remove existing flooring materials to
accommodate the new installation. Existing substrates shall be thoroughly cleaned and
prepared. Unforeseen conditions preventing completion within the agreed schedule must
be reported immediately to the CO or authorized representative.
3.3 Furniture Moving: The Contractor shall be responsible for moving all furniture within
the space to complete the flooring removal and installation. Furniture and workstations will
be returned to their original orientation and location upon completion of the floor work in
each phase.
3.4 Ancillary and Consumable Materials: The Contractor shall furnish all incidental
consumable materials necessary for subfloor preparation. All consumable materials used
must be in accordance with the primary product manufacturer’s installation instructions.
3.5 As-Builts: The Contractor shall redline installation drawings based upon actual
installation results and submit these As-Builts at the end of the project, including the total
quantity of carpet used.
3.6 Property Damage: Notify the J43 PM and CO of any damage to Government property
within one (1) business day. The Contractor is responsible for repairing damage resulting
from their activities
4.0 Cleanup and Disposal – CLIN 002/1002/2002
4.1 Worksite Maintenance: The worksite shall be maintained in a clean and safe manner
at the end of each shift. All debris must be removed frequently to keep the work area safe.

Corridors and office spaces must be cleaned and restored to their original or better
condition within one (1) workday after the completion of an area.
