The scope of maintenance includes conducting structural visual inspections and high-resolution sweep testing of all designated connectors, coaxial cabling, and tower-mounted antenna assemblies. Additionally, the Contractor shall generate, verify, and deliver comprehensive, formatted technical documentation detailing all diagnostic test results, performance baselines, and identified system anomalies to the Government. Period of Performance Duration Base Year Date of Award for 12 Months Option Year 1 12 Months Option Year 2 12 Months Option Year 3 12 Months Option Year 4 12 Months 1.2 Maintenance Specification Requirements 1.2.1 Recurring Maintenance and Preventative Maintenance Inspections (PMI) Preventive Maintenance Inspections (PMI) constitute recurring maintenance and are performed annually. The Contractor shall maintain equipment listed in Appendix A according to the equipment manufacturer's preventive maintenance specifications. The contractor must provide a PMI schedule to the Base Radio Maintenance office no later than 30 days after the contract award. 1.2.2 Malfunctioning Items Technical Support Services Technical support services provide all labor for the occasional removal and replacement of defective or no longer in use LMR Antenna Equipment located on and/or coaxial cables located at each tower site. The Contractor shall provide technical support for the purchase of parts and equipment identified by written findings, proposals, or recommendations to identify and correct problems. 1.2.3 OEM Price Listed Parts The Contractor shall establish and maintain OEM price lists for all parts/materials used. These lists shall be the basis for maintenance charges, including any favorable discounts, and must be submitted on all invoicing. -- 3 of 11 -- Page 4 of 11 Part Category Handling / Invoicing Instructions Non-Proprietary Listed (NPL) Parts (1.5.1) Limited to actual costless discounts, plus one-half hour labor and actual postage. Must specifically identify NPL parts. Broken/Malfunctioning Equipment (1.5.2) Invoice per unit for each part replaced. Breakout type, model number, serial number, location, and labor hours. Replacement Equipment (1.5.3) If repairs exceed 75% of replacement cost, contact the COR. Costs must not exceed the CLIN amount. Procurement becomes Government property upon invoice payment. 1.2.4 Engineering/Troubleshooting Services The Contractor shall provide engineering and troubleshooting services relevant to the operational capabilities of the LMR antennas. Resolving issues found during testing is not included in the baseline PMI quote. 1.2.5 Preventive Maintenance Inspections Annual preventive maintenance for equipment in Appendix A must be performed at locations specified in Appendix D. The Contractor shall coordinate PMIs and downtime with the COR at least 3 days in advance. Respond within 8 hours; repair within 4 days unless COR extends. 4 Provide preventative maintenance schedule and coordinate with COR. 1.7, App D & E Max 3 validated complaints/month. Coordinate PMIs and downtime at least 3 days ahead. 3.0 Operational and General Information 3.1 Government Provided Property and Services The Government will provide electricity, if available, monitored and conserved by the contractor. No offsite space (workstation, workbench) will be provided for testing or maintenance. 3.2 Contractor Personnel & Security The Contractor must provide a Contract Manager (and alternates) available within 30 minutes during duty hours and 2 hours after duty hours. Personnel must present a neat appearance, wear distinctive company clothing/badges, and pass base access procedures (AFFARS 5352.242- 9000). Employees are prohibited from possessing weapons, firearms, or ammunition. 3.3 Work Location & Schedule All work is at Nellis AFB and Creech AFB. Personnel must report to the Plans and Programs Office Building 595 before initiating service. Normal operations are 0730 \– 1630 (7:30 AM to 4:30 PM), Monday through Friday.
