STATEMENT OF WORK (SOW) Asbestos Mitigation, Encapsulation and HVAC Cleaning, B1207 Fairchild AFB, WA 19 May 2026 OVERALL OBJECTIVE The objective of this contract is to provide all labor, materials, equipment, and all certified personnel necessary to perform professional asbestos mitigation, surface decontamination, and floor encapsulation in two specified rooms. This work will mitigate the asbestos hazard and prepare a safe, stable substrate for the subsequent installation of new hard rubber matting flooring (flooring will be installed under a separate effort). SECTION I - BACKGROUND INFORMATION 1.1. In early 2026, carpet was removed from two adjacent rooms (approx. 75 sq. ft. and 400 sq. ft.) within B1207, disturbing the underlying flooring system. 1.2. A previous asbestos survey confirms that the floor tile and associated mastic are Asbestos- Containing Material (ACM). 1.3. This project will serve as the formal decontamination and abatement action for the disturbed ACM. SECTION II - REQUIREMENTS 2.1 Site Preparation and Containment a. Isolate the two affected rooms by establishing critical barriers over all doors, windows, and openings using heavy-duty polyethylene sheeting. b. Establish negative pressure within the work area using HEPA-filtered air filtration devices ensuring no cross-contamination to adjacent spaces. c. Isolate the HVAC system in the affected work areas to prevent operation during the mitigation process. 2.2 Surface Decontamination a. Perform a comprehensive decontamination of all horizontal and vertical surfaces within the two affected rooms. b. Utilize HEPA-filtered vacuums on all surfaces to capture settled microscopic dust and potential asbestos fibers. c. Perform a thorough wet-wiping/wet-mopping of all surfaces using approved cleaning agents in the two affected rooms. 2.3 Flooring Mitigation & Encapsulation a. Perform a physical assessment of all floor tiles in both rooms. Any tiles found to be loose, delaminated, or significantly damaged must be removed prior to encapsulation. b. Pour and finish a compatible self-leveling underlayment compound over the primed surface to completely encapsulate the ACM and create a smooth surface ready for future rubber matting installation (rubber matting flooring will be installed via separate effort). 2.4 HVAC System Cleaning a. Perform a specialized asbestos-compliant cleaning and decontamination of the HVAC ductwork, registers, diffusers, and associated air handling equipment serving the two affected rooms for the whole system using approved asbestos abatement methods to ensure no residual asbestos contamination remains. b. All HVAC cleaning and decontamination activities must be performed in strict compliance with current EPA, OSHA, and local asbestos abatement regulations. Contractor shall determine and employ the appropriate, compliant methods for extraction and containment. c. Replace air filters with new HEPA-rated air filters. The existing HVAC configuration at B1207 is a standard supply/return system with no HEPA filtration or engineered controls capable of capturing asbestos fibers. Contractor shall provide a full-system duct cleaning that is required to meet EPA NESHAP, WAC 296-62, and SRCAA standards. 2.5 Waste Management a. All materials generated during this project, including but not limited to removed floor tiles, used PPE, disposable cleaning supplies, and spent HEPA filters, shall be managed as asbestos- containing waste. b. The Contractor shall be responsible for the proper packaging, labeling, and transport of all asbestos-containing waste. All waste must be double-bagged or sealed in leak-tight containers, display the proper asbestos warning labels, and be manifested for lawful disposal at a NESHAP- approved landfill. SECTION III – QUALIFICATIONS & SUBMITTALS 3.1 General a. All submittals shall be provided in a clearly labeled PDF format. 3.2 Pre-Work Submittals a. Prior to the start of any on-site work, the Contractor shall submit the following to the Government PM for review and approval: i. Licenses & Certifications: A copy of the company's valid Washington State Asbestos Abatement Contractor License and copies of the AHERA certifications for all workers and supervisors who will be on-site. ii. SRCAA Notice of Intent (NOI): A copy of the complete and filed "Notice of Intent" submitted to the Spokane Regional Clean Air Agency (SRCAA). Work may not begin until the 10-day notification period has elapsed. iii. Site-Specific Work Plan: A comprehensive plan detailing containment strategies, negative air calculations, decontamination procedures, and the specific methodology for the HVAC system cleaning. Material Data: Manufacturer Specification Data Sheets and Safety Data Sheets for all proposed primers, sealants, and self-leveling compounds. 3.3 Post-Work Submittals a. Within ten (10) working days of project completion, the Contractor shall submit a single, comprehensive Project Closeout Report. This report shall include, at a minimum: i. Final Air Clearance Report: The full lab report from a third-party, AHERA-certified Project Designer demonstrating that aggressive air sampling has been conducted and that all areas within the containment are below the clearance level of 0.01 f/cc. ii. Waste Manifests: Copies of all waste manifests and landfill receipts proving lawful disposal of all asbestos-containing waste. iii. Project Summary: A brief summary of work performed, including daily logs and photographs.
