BLDG. 380 – Carpet Replacement Sustainment Project

STATEMENT OF WORK BLDG. 380– Carpet Replacement LAUGHLIN AFB, TEXAS DESCRIPTION OF SERVICES: The Contractor shall furnish all materials, labor, tools, equipment, transportation, supervision, and all other incidentals required to complete the work described in this Statement of Work (SOW) at Laughlin Air Force Base, Building 380. The work consists of removing and replacing the carpet, transition strip, and cove base in the offices and classroom in the Aero Phys building. The Contractor shall remove the carpet, tile, transition strips, and cove base in the altitude chamber area, the hallways, and the maintenance room, and the Contractor shall install High Traffic Vinyl Flooring. The Contractor shall also replace all cove base in the rooms identified above. All work shall be performed in accordance with all applicable federal, state, local, and Air Force regulations, including requirements governing installation, safety, disposal, and workmanship. The Contractor shall ensure continuous management oversight throughout contract execution. The Period of Performance for this project shall be 35 business days from issuance of the Notice to Proceed (NTP). PROJECT BACKGROUND: The first‑floor area of Building 380 identified for renovation encompasses several rooms, as shown in the Space Utilization Study floor plan. This section of the facility, occupied by the altitude chamber, offices, maintenance room, and classrooms, has experienced significant wear to its existing carpet, transition strips, and cove base due to sustained operational use and high foot traffic. This work is required to restore interior conditions, maintain a safe and professional environment, and align the facility with current Air Force standards for appearance, durability, and functional support of mission activities. DESCRIPTION OF ASSESSMENT AND PLANNING: The Contractor shall: Conduct a site visit to assess and verify measurements for all specified rooms in Building 380. Verify the required carpet type, cove base quantities, and transition strip locations to ensure proper installation. Obtain necessary permits from the local authority having jurisdiction (AHJ), if required. Provide a detailed installation plan including sequencing, material delivery schedule, and management oversight to ensure compliance with all applicable federal, state, local, and Air Force regulations. DESCRIPTION OF PRODUCT: All material for the project will be at the cost of the contractor. Supply 2,800 square feet of Tarkett Flame Edit in Ballast (#608868012) for the Aero Phys offices and classrooms in Building 380. Supply 1,800 square feet of Tarket VCT II in 480 Pure White W (#350002480) in the altitude chamber room, hallway, and maintenance area. Supply approximately 1,300 linear feet of 4‑inch Johnsonite wall base in the color Black Pearl for the perimeter of the designated rooms. Provide fifteen (15) new carpet transition strips for installation at entrances and doorway thresholds. Include all necessary adhesive, tack strips, and other ancillary materials as needed for a complete installation. DESCRIPTION OF INSTALLATION: The Contractor shall: Remove and dispose of all existing carpet, tiles, padding, and transition strips in the designated rooms. All waste materials must be transported to and disposed of at a commercial waste management facility located off government property. Disposal in any government or base‑owned facility, including dumpsters, is strictly prohibited. The Contractor shall be responsible for moving furniture. Contractor shall work around any furniture or equipment that cannot be removed. Prepare the subfloor, ensuring it is clean, smooth, and ready for installation in accordance with manufacturer’s recommendations and industry best practices. Install new 2,800 square feet of Tarkett Flame Edit (11612) in Ballast (22412) carpet in the designated rooms, ensuring proper alignment and secure attachment. Install new 1,800 square feet of of Tarket VCT II in 480 Pure White W (#350002480) tile in the designated rooms, ensuring proper alignment and secure attachment. Install approximately 1,300 linear feet of 4‑inch black vinyl cove base along the perimeter of all designated rooms. Install fifteen (15) commercial‑grade transition strips at entrances and doorway thresholds to ensure safe and clean transitions between flooring surfaces. Ensure all seams are properly sealed, edges are neatly tucked, and installation meets applicable federal, state, local, and Air Force regulations. Remove and properly dispose of all construction debris, including old carpet, padding, cove base, and waste materials, at an off‑site commercial facility. DESCRIPTION OF TESTING AND VERFICATION: The Contractor shall: Conduct a walkthrough to inspect the final installation of each room as work is completed for quality, including seam integrity, adhesion, and overall appearance. Verify that all transitions and baseboards are secure and provide a smooth and safe transfer between floor surfaces. Conduct a final inspection with a representative to ensure all work meets the requirements of this SOW. SITE-MAINTENANCE: The Contractor shall: Work areas shall be maintained in a neat, clean, safe condition and shall, at a minimum, be cleaned with all waste and packing materials removed at the end of each shift. PROJECT CLOSEOUT: The Contractor shall: The contractor will submit draft DD Form 1354 if required prior to closing The contractor only has 10 days to process the DD Form 1354 if required. The Government maintains the manufacturer’s warranty for all carpet materials. The Contractor’s warranty responsibilities apply solely to installation workmanship and any deficiencies resulting from installation activities.
