BLDG 511 AUDIO VISUAL (AV) UPGRADE

STATEMENT OF WORK (SOW) FOR BLDG. 511 DDS1 AUDIO-VISUAL SYSTEM DESIGN AND INSTALLATION LOCATION Volk Field Air National Guard Base (ANGB) DDS1/Bldg. 511 PROJECT OVERVIEW This SOW de�ines the requirements, deliverables, and responsibilities for the design, procurement, installation, con�iguration, and testing of an integrated audio-visual (AV) system for the designated room. The system will support video teleconferencing (VTC), local presentation, room status indication, and centralized control using TAA-compliant and APL-approved equipment. SCOPE OF WORK The contractor shall provide all labor, materials, equipment, programming, testing, supervision, and documentation necessary to deliver a fully functional AV system that includes the following capabilities: 1. Input & Presentation Sources • Two (2) Input Stations equipped with dual displays, supporting VTC and presentation from: o AFNET Admin Computer o Bring Your Own Device (BYOD) Computer • Angel Network Input integrated as a selectable source for display on room monitors. *Input Stations must be able to support AFNET approved connections and isolated BYOD connectivity 2. Audio System • Ceiling Microphones installed to provide room coverage for Video Teleconference (VTC) and audio capture. • Speakers installed and tuned for even audio distribution throughout the space. • Audio DSP with AEC (Acoustic Echo Cancellation) must be included for VTC clarity 3. Video System • One (1) Pan, Tilt, Zoom (PTZ) Camera with auto-tracking capability for VTC and room capture. • Provide correctly sized monitor displays according to what’s best recommended for viewing 4. Control System • Two (2) Crestron Touch Panels providing full system control, including source selection, volume, camera control, and room mode presets. • Two (2) Room Status Message Signs integrated with the control system to indicate room availability or meeting status. 5. Compliance Requirements • All switching, video processing, and control hardware must be TAA compliant. • All switching and video system components must be APL approved. DELIVERABLES The contractor shall deliver: • Complete system installation including mounting, cabling, termination, and labeling. • System programming for touch panels, camera automation, and device integration. • Functional testing and commissioning with documented results. • As-built documentation, including wiring diagrams, device IP tables, and programming �iles. • End-user training for system operation. • Warranty documentation for all installed equipment. -- 1 of 2 -- ASSUMPTIONS & CLARIFICATIONS • Any required network connectivity, power, or conduit pathways will be provided by the customer unless otherwise speci�ied. • All work will be performed during standard business hours unless alternate arrangements are approved. ACCEPTANCE CRITERIA The system will be considered complete when: • All equipment is installed and operational. • All sources display correctly on all designated monitors. • Audio and video performance meets industry standards for clarity and coverage. • Touch panels and room signage function as programmed. • Customer signs off on the �inal commissioning report. ANTITERRORISM, OPERATIONAL SECURITY, INFORMATON PROTECTION INFORMATION 1. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Of�icer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Of�ice. The contractor shall ensure compliance with all personal identity veri�ication requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. 2. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identi�ication Index (NCIC-III) and Terrorist Screening Database (TSDB) (DODIO 2000.16V1_DAFI 31-145, DAFI 31-101 and DODM 5200.08v3_DAFMAN 31-101v3), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. 3. Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I quali�ied instructor; completing the Force Protection computer-based training (CBT) course on Joint Knowledge Online (JKO) at https://jko.jten.mil/courses/AT-level1/launch.html . For those without a CAC, select "Non-CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.
