Attachment 1 COMBINED SYNOPSIS / SOLICITATION W50S88-26-Q-0108 Brand Name or Equal All-Terrain Utility Vehicle 119th Wing / North Dakota Air National Guard (Fargo, ND) (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. (ii) Solicitation Details • Solicitation Number: W50S88-26-Q-0108 • Issued As: Request for Quotation (RFQ) • Requirement: Brand Name or Equal All-Terrain Utility Vehicle. • Governing Regulations: This solicitation document and incorporated provisions/clauses are in effect through Federal Acquisition Circular (FAC) 2026-03 and the Revolutionary FAR Overhaul (RFO) Update, Effective 20 April 2026. (iii) Set-Aside and NAICS Information • This acquisition is designated as a 100% Small Business Set-Aside. • NAICS Code: 336999 – All Other Transportation Equipment Manufacturing • Size Standard: 1,000 employees (iv) Schedule of Supplies / Services (CLIN Structure) Line Item Description Qty UofM 0001 Brand Name or Equal All-Terrain Utility Vehicle (Configured with all accessory packages required to meet Salient Characteristics) 1 EA 0002 Shipping / Delivery Charges (If not included in the unit price of CLIN 0001) 1 EA Manufacturer: Polaris (or Equal) Model: PRO XD Full-Size Gas Crew (or Equal) • FOB: Destination. • FOB Instructions: Offerors may either include all delivery charges within the unit price of CLIN 0001 or itemize them separately under CLIN 0002. (v) Description of Requirement & Salient Characteristics The 119th Wing / North Dakota Air National Guard has a requirement for an All-Terrain Utility Vehicle and associated components. This is a “Brand Name, or Equal” procurement. The referenced brand name represents the minimum performance and physical standards acceptable to the government. The salient physical, functional, and -- 1 of 5 -- Attachment 1 performance characteristics listed below must be fully met by any proposed "or equal" item to be considered for award. All-Terrain Utility Vehicle Salient Characteristics 1. General & Dimensions • Must be a 4-Door model. • Must not exceed a maximum footprint of 160” Length x 65” Width x 80” Height (excluding added roof accessories/beacons). • Must be available in a solid, non-reflective, conservative color (e.g., Olive Drab, Black, Gray, Tan, or White). Camouflage or high-visibility/neon colors are unacceptable. 2. Engine & Performance • Must utilize gasoline as a fuel source (diesel configurations are unacceptable). • Must possess a gasoline engine with a minimum displacement of 950cc. • Must possess a minimum top speed of 30 MPH. • Must possess a hydrostatic or automatic transmission. • Must possess 4-Wheel Drive (4WD) or All-Wheel Drive (AWD) capability. • Must possess power steering. • Must possess a minimum towing capability of 2,500 lbs. • Must possess heavy-duty, all-terrain tires designed for mixed on-road and off-road environments. 3. Cab & Seating • Must possess a fully enclosed cab capable of safely transporting up to four (4) individuals. • Must possess doors with windows featuring roll-down capability. • All doors must be easily removable for specialized operations. • Must possess a front windshield equipped with windshield wipers. • Must possess a cabin heater designed for extreme cold weather operations. 4. Safety & Electrical • Must possess a Roll Over Protection System (ROPS). • Must possess seatbelts for all four (4) occupants. • Must possess both interior and exterior rearview mirrors. • Must possess a complete interior and exterior lighting package, including headlights, turn signals, and tail/brake lights. • Must possess standard digital/analog vehicle instrumentation (speedometer, odometer, hour meter, gear indicator, fuel level, coolant temperature, voltage, service indicator, and a DC outlet). • Must possess a cold weather package, to include a plug-in battery heater and an oil pan/block heater. • Must include a plug-in battery tender/trickle charger. 5. Utility & Support • Must possess a rear cargo box/bed for equipment transport, complete with a rugged cargo enclosure. • Must possess a rear receiver hitch. -- 2 of 5 -- Attachment 1 • Must be rated to operate continuously in extreme cold environments down to -30°F. • Must include a comprehensive Service Manual customarily provided to the public. • Must include a standard manufacturer’s warranty of at least 1 year. (vi) Delivery & Acceptance Details • Place of Delivery: 119th Wing / North Dakota Air National Guard, 1400 32nd Ave. North, Fargo, ND 58102. • A standard commercial loading dock is available at the delivery location. • Acceptance: Government inspection and acceptance will take place at destination. (vii) Questions and Quote Submission Deadlines • Questions Due Date: All questions regarding this solicitation must be submitted in writing via email to the POCs listed below no later than Thursday, June 25, 2026, at 3:00 PM Central Daylight Time. The Government may not address questions received after this deadline. • Quote Submission Deadline: All quotations must be received no later than Tuesday, June 30, 2026, at 1:00 PM Central Daylight Time. Quotes must be submitted electronically via email.
