Utility Terrain Vehicles (UTV) Requirement

All-Terrain Utility Vehicle(s) (UTV) Salient Characteristics Date: June 23, 2026 1.0 Scope and Objective The purpose of this Statement of Work is to define the minimum physical, functional, and performance requirements for the procurement of three (3) Commercial-Off-The-Shelf (COTS) Street-Legal All-Terrain Utility Vehicles (UTVs). The vehicles will be utilized to support utility, transport, and logistics operations across varied terrain, including public roadways where street-legal compliance is required. 2.0 General Requirements The contractor shall provide new, current-year model COTS utility vehicles. The vehicles must be standard production models, and all parts and configurations must be factory- installed or authorized original equipment manufacturer (OEM) accessories. Custom fabrication that voids the manufacturer's warranty is not acceptable. 3.0 Technical Specifications The proposed vehicle(s) must meet or exceed the following performance parameters: 3.1 Physical Dimensions & Capacities Parameter Minimum Requirement Overall Width Not to exceed 65 inches Seating Capacity Minimum 3 adult occupants (side-by-side configuration) Cargo Box Capacity Minimum 600 lbs -- 1 of 3 -- Total Payload Capacity Minimum 1,200 lbs (includes passengers and cargo) Suspension Independent front and rear suspension 3.2 Functional & Powertrain Performance Parameter Minimum Requirement Drivetrain On-demand 4-Wheel Drive (4WD) with selectable 2WD; locking rear differential Engine / Power Minimum 500cc (Gasoline/Diesel) OR equivalent Electric powertrain producing minimum 30 Horsepower Towing Capacity Minimum 0?666.lbs.equipped with a standard 2-inch receiver hitch Ground Clearance Minimum 10 inches Speed Capable of achieving 45 mph for public road transit 4.0 On-Installation Paved Road Safety Requirements Note¿.Must.be.equipped.with.the.following.safety.features.to.comply.with.installation. safety.requirements.for.operation.on.paved.roads¿ • Full-size doors with windows. • DOT-approved safety glass or polycarbonate windshield equipped with at least one windshield wiper. • 3-point safety seatbelts for all occupants. • Roll-Over Protection Structure (ROPS). • Side and rear-view mirrors. -- 2 of 3 -- • Lighting package to include headlights, taillights, and turn signals. • DOT-approved horn. • Reverse backup alarm. 5.0 Paved Road and Concrete Surface Must be optimized for main paved roads and concrete pads. 6.0 Delivery and Warranty • Delivery: Vehicles shall be delivered F.O.B. Destination to Tyndall Air Force Base, Florida. Vehicles must be fully assembled, serviced, fueled (if applicable), and ready for immediate operation upon delivery. • Warranty: The contractor shall provide the standard OEM commercial warranty. At a minimum, this must include a 1-year limited warranty on the powertrain and chassis. • Manuals: Two (2) sets of operator and maintenance manuals (physical or digital) must be provided per vehicle. -- 3 of 3 --
