Statement of Work (SOW) for All-Terrain Vehicles (ATV) Page 1 of 5 1. BACKGROUND: The U.S. Customs and Border Protection (CBP), U.S. Border Patrol Headquarters (USBP) is responsible for providing ATVs to specialized units who patrol our Nation’s borders. The ATVs will be used for patrolling and securing the border regions throughout the U.S. 2. SCOPE It is the intent of CBP to procure commercially available equipment detailed in Section 5.1, to support the U.S. Border Patrol sectors located throughout the United States. Contractor shall provide all required resources for the purchase, handling, shipping, and delivery of the following designated ATV’s, peculiar to one manufacturer (or equal), and minimum quantities as indicated below, and in accordance with the requirements of this SOW: Year Make Model Amount Unit of Measure 2026/2027 Yamaha Grizzly 700 152 EA 2026/2027 Yamaha Kodiak 700 74 EA 2026/2027 Yamaha Kodiak 450 45 EA 2026/2027 Yamaha Raptor 700 14 EA Total 285 EA This is the minimum number of ATVs required. The Government may increase the specified quantities prior to award. Specific delivery locations are contained in Section 5. Contractor shall be fully capable of delivering required equipment to each individual location. 3. APPLICABLE DOCUMENTS: Commercial standards shall be used wherever practicable. 4. SPECIFIC TASKS/REQUIREMENTS: The contractor shall complete the following tasks as required to comply with this SOW. 4.1 Program Management. The contractor shall exercise technical direction and control of all necessary management support tasks related to risk management, testing, and quality assurance required to comply with this SOW. 4.2 Testing. The contractor shall test the functionality and certify all equipment prior to delivery. 4.3 Documentation. -- 1 of 5 -- Statement of Work (SOW) for All-Terrain Vehicles (ATV) Page 2 of 5 The contractor shall provide copies of the documents listed below. The documents are deliverables under the contract and shall be delivered with the assets: a. Operations Manual b. Equipment Specifications 5. DELIVERABLES AND DELIVERY SCHEDULE: The contractor shall deliver equipment as outlined below. The equipment shall be delivered to the address(es) as provided. 5.1. All-Terrain Vehicle Requirements. The contractor shall supply new ATVs, peculiar to one manufacturer (or equal) in accordance with the listed equipment, ATVs that are unused and not reconditioned, with new materials and components. The contractor shall provide the materials, components, and finish. The type of materials, components, and finish shall be able to resist wear and corrosion from normal use and natural elements. The ATVs shall meet or exceed the following specifications: 5.1.1 ATV General Specifications: The contractor shall provide All-Terrain Vehicles with the following brand name (or equal) salient characteristics specifications: Yamaha Grizzly 700 EPS (or equal) • 686cc liquid-cooled single, SOHC 4 stroke engine with a bore and stroke of 102.0mm x 84.0mm • Fuel injection (YFI): 44mm • Power steering • V-belt with all-wheel engine braking/ H, L, N, R, P • On-Command pushbutton; 3-way locking differential; 2WD, 4WD, locked 4WD; shaft drive • Independent double wishbone front suspension; 5-way preload adjustment; at least 7 inches of travel • Independent double wishbone rear suspension; 5-way preload adjustment; at least 9 inches of travel • Dual hydraulic front and rear disc brakes Yamaha Kodiak 700 EPS (or equal) • 686cc liquid cooled SOHC 4 stroke engine • V-belt with all-wheel engine braking/ H, L, N, R, P • On-Command 4WD • Independent double wishbone front suspension; 5-way preload adjustment; at least 7 inches of travel • Dual hydraulic front disc brakes Yamaha Kodiak 450 EPS (or equal) -- 2 of 5 -- Statement of Work (SOW) for All-Terrain Vehicles (ATV) Page 3 of 5 • 421cc liquid cooled SOHC 4 stroke engine • V-belt with all-wheel engine braking/ H, L, N, R, P • On-Command 4WD • Independent double wishbone front suspension; 5-way preload adjustment; at least 7 inches of travel • Dual hydraulic front disc brakes Yamaha Raptor 700 (or equal) • 686cc liquid cooled SOHC 4 stroke engine • Transistor Controlled Ignition • 5-speed w/reverse; wet multiple clutch • Independent double wishbone front suspension; 5-way preload adjustment; at least 9 inches of travel • Dual hydraulic front disc brakes 5.1.2 ATV Paint and Colors Preferred colors are green, tan, or camouflage with black powder coated accessories. If contractor cannot provide the required quantity of green ATVs to fill purchase order, camouflage and/or tan ATVs shall be included to fulfill the purchase order at no additional cost to the government. 5.2. ATV Upgrades and Accessories: 5.2.1 Upgrades The contractor will install or have installed the following upgrades/accessories prior to delivery on all Yamaha Grizzly and Kodiak models (or equal): • Manufacturer’s upgraded heavy duty black powder coated front and rear brush guards. • Upgraded 10-piece complete 3/16” or thicker aluminum skid plate set to include: o Full frame skid plate o Front and rear A-Arm/CV Boot guards o Rock sliders with footwell protection • Black impact resistant hand guards containing aluminum bar inserts 5.2.2 Accessories The contractor will install or have installed the following upgrades/accessories prior to the delivery of all Yamaha Raptors (or equal): • Minimum 0.16” thick aluminum engine/frame skid plate • Front grab bar with lower bash plate • Black impact resistant hand guards containing aluminum bar inserts 5.3. ATV Delivery The delivery of the ATVs will include operation and maintenance manuals or DVDs, whichever -- 3 of 5 -- Page 4 of 5 Statement of Work (SOW) for All-Terrain Vehicles (ATV) comes standard from the manufacturer. All ATVs will be delivered turnkey with the specified upgrades/accessories installed. Unless otherwise specified, all items to be delivered under this contract
