PURPOSE AND BASIS OF EQUIVALENCY The Government requires a new, current-production turbocharged mountain/deep-snow snowmobile capable of high-elevation operations, technical side-hill maneuvering, and reliable travel in deep, unconsolidated snow. Requirements are stated in functional and performance terms to permit competition. A proposed product may use different proprietary systems or component names when the offeror demonstrates that the proposed configuration equals or exceeds the required performance, safety, durability, weight, and operational capability. 2. OFFEROR SUBMITTAL REQUIREMENTS • Identify the proposed manufacturer, model, model year, and complete factory configuration. • Complete the compliance matrix below and cite the exact page/section of supporting technical literature for each requirement. • Clearly describe every exception, deviation, or substitute feature. Unexplained blanks may be treated as noncompliance. • Provide published curb/dry weight, engine output, track dimensions, suspension travel, warranty, and delivery lead time. • Products shall be delivered fully assembled, dealer-prepared, serviced, and ready for immediate Government use. 3. Pull-start-only configurations are not acceptable. 11 Track Mountain track nominally 154-155 inches long, at least 15 inches wide, and with a minimum 2.75-inch lug/profile.
