BUILD/INSTALL/TESTING OF SHAFT SEALS

Performance Work Statement USCGC Richard, Snyder Shaft Seal Tech Rep Scope: This work item describes the requirements for the Technical Representative to complete X2 propulsion shaft seals built in yard shop / install & test on the Coast Guard Cutter Richard, Snyder in Baltimore MD 21226 All seal components will be provided GFE. Date of Service: First visit to build out X2 seals in yard shop on or around 9/28/26 then return to install / test seals TBD based on schedule. Service work hours: 0700 – 1630 References: Coast Guard Technical Publications (TP) 8081, Stern Tube Seal with Emergency Packing Gland – Type PSE, Model H76214-6 with Emergency Packing Glad Model 78479 Background: The Coast Guard Cutter, Richard, Snyder will be dry docked at US Coast Guard Yard, 2401 Hawkins Pt. Rd. Baltimore, MD 21226. The POC will be Carl, Weiland or Dave, Scharf Shaft seal overhaul. The Contractor must perform the following to each designated shaft seal. Clean and visually inspect all non-expendable shaft seal components to identify all discrepancies. Renew all expendable shaft seal components. If the shaft is designated for removal in Table 1 above then use Service Kit “B” H76214-6 (non-split), otherwise use Service Kit “C” H76214-8 (split). If requested by the KO, submit evidence that one or more on-site technicians has successfully overhauled, renewed, or repaired the shaft face seal, or a similar model of face seal manufactured by the same company in a prior contract, and further describe all knowledge, experience, and training contributing to being qualified to disassemble/reassemble the shaft face seal. CONTRACTOR FURNISHED ITEMS, SERVICES AND RESPONSIBILITIES: General: The Contractor shall furnish all equipment and services required to perform work under this SOW, other than those explicitly addressed in government furnished services. The Contractor shall report to the designated work site on the date specified on the written notification by the Contracting Officer in the form of a signed order. No other individual has the authority to direct the Contractor to begin work, other than a warranted Contracting Officer. Pending Coast Guard Yard production schedules, services may be required on an intermittent basis within the period and quantity specified. Contractor Equipment: vehicles and tanks which holds or can hold hazardous materials that is left on CG Yard premises must have the Contractor’s contact information placed in the driver’s side window indicating the Emergency Contact Number (answered 24/7/365) for the owner/operator of the vehicle.  If a tank is left on the premises, the Emergency Contact Number (answered 24/7/365) for the owner/operator of the tank must be painted on the tank in a prominent location.  The government will not assume liability for any vehicles/tanks left on CG YARD property.  The COR/SS will coordinate the location with the Yard Environmental/Security/Materials Handling.  RAPID GATE SECURITY REQUIREMENTS:  Effective September 1, 2016, all contractors and subcontractors performing on this contract/purchase order/task order must utilize the RAPIDGate Program and/or Transportation Worker Identification Credentials (TWIC) if repeat access to the CG Yard is required for seven (7) or more days annually. RAPIDGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard, Baltimore. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard Yard AND logical access to a DoD or DHS network or system.   Vendor/contractor companies that require repeat (7 or more days annually) access to the CG Yard, pay an annual company enrollment subscription to participate in the RAPIDGate Program and an annual employee registration subscription for each employee to participate in the program. The company enrollment fee is waived for sole proprietors. Vendor/contractor companies must be approved by a government sponsor at each DoD and DHS installation where their employees require access. Vendor/contractor employees who are registered, undergo initial and regular vetting and are issued a single credential, which is valid for perimeter access to those DoD and DHS installations where access privileges have been granted. All company enrollments are submitted via the web at www.rapidgate.com and managed by phone or email. Initial employee registrations take place at a Program Registration Kiosk, typically located at participating DoD and DHS Installation Pass & ID Offices. The CG Yard’s Registration Kiosk is located at 2401 Hawkins Point Road, Baltimore, MD 21226, BLDG. 144, Security [brick building adjacent to the main gate]. Credentials will be available for pick-up at BLDG. 144 fourteen (14) days after the employee’s initial registration. Costs incurred for delays at the gate due to the contractor’s failure to comply with this requirement or to provide qualified, authorized personnel will not be reimbursed by the Government. Your tenant sponsor is, the Yard POC or Ship Superintendent listed at the beginning of this document. This sponsor will need a list of individual employee names and DOB’s with your quotation. Any RAPIDGate program questions should be directed to: 1-877-727-4342  General: The Contractor will be required to follow 29 CFR 1915 (OSHA Shipyard Industry Standard), 16 CFR1303, 29 CFR 1910, 29 CFR 1915.1025, 29 CFR 1926.62, 15 U.S.C. 2601, while performing this work at the U.S. Coast Guard Yard.  Safety Equipment: The area where this work taking place requires hard hats, safety harnesses and safety glasses at all times. The Contractor will provide all required personnel safety equipment for their employees, including, but not limited to, safety helmet and safety glasses with side shields.
