DEFINITIONS 1.4.1. Abatement 1.4.1.1. For the purposes of this specification, abatement means any measure or set of measures designed to permanently eliminate lead-dust, lead particles, and lead-contaminated debris. Abatement includes, but is not limited to: a) The removal of lead-contaminated projectile fragments, lead-contaminated dust, and lead-contained filters, the replacement of expended filters used to contain lead dust and particles, the removal or and replacement of lead debris collection buckets that are damaged beyond repair, and the cleaning of lead-contaminated concrete surfaces; and b) All preparation, cleanup, transportation of waste(s), disposal of waste(s), and post-abatement clearance testing activities associated with such measures, including the submission of plans and laboratory analysis results. c) Abatement does not include renovation, remodeling, landscaping or other activities not specifically mentioned in the Statement of Work (SOW). 1.4.2. Action Level 1.4.2.1. Employee exposure, without regard to use of respirators, to an airborne concentration of lead of 30 micrograms per cubic meter of air averaged over an 8 hour period in a work environment. 1.4.3. Area Sampling 1.4.3.1. Sampling of lead concentrations within the lead control area and inside the physical boundaries, which is representative of the airborne lead concentrations but is not collected in the breathing zone of personnel. -- 2 of 26 -- ATTACHMENT 2: TECHNICAL SPECIFICATION CATM RANGE LEAD CLEANING AND SERVICING, BLDG 964/965 SECTION 02 83 18.00 30 Page 3 of 26 1.4.4. ARRUSAJ 1.4.4.1. Applicable Regulatory Requirements of the United States and Japan (ARRUSAJ): Includes all applicable acts, laws, regulations, standards and other requirements, defined or undefined in this section, that have been issued by US federal, DOD, the JEGS, US Air Force, Ministries of the Government of Japan (GOJ), prefectural government, nationally recognized standards organization, and other agencies with legal jurisdiction pertaining to work standards, worker protection, medical monitoring, waste labeling and storage, transportation, disposal, and documentation of work activities involving lead an lead-contained wastes. 1.4.5. Certified Industrial Hygienist (CIH)/Qualified Person (QP) 1.4.5.1. As used in this section, the CIH/QP refers to either a certified industrial hygienist or other occupation health field professional trained in the recognition and control of lead hazards that may be found in the construction working environment. 1.4.5.2. The CIH/QP is solely responsible for the integration of all Occupational Health and Environmental Health requirements for compliance with ARRUSAJ into in the project plans. a) A CIH must be certified for comprehensive practice by the American Board of Industrial Hygiene and trained in accordance with current US federal and State regulations. b) A QP must be certified under the Ordinance for Industrial Safety and Health, Ordinance 32 of 30 September 1972. 1.4.5.3. The CIH or QP must be independent of the Contractor and must have no employee or employer relati…
