SECTION I
1.0 DESCRIPTION OF SERVICES
1.1 General. This is a non-personal services contract to provide Clean Cooking Exhaust Systems. The
government shall not exercise any supervision or control over the contract service providers performing the
services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is
responsible to the government.
1.1.1 Description of Services/Objectives. The contractor shall provide all management, personnel, equipment,
supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services
necessary to perform services as defined in this Performance Work Statement (PWS) except for those items
specified as Government Furnished Property and services. This includes the planning, coordination, and
surveillance of the activities necessary to ensure disciplined work performance and timely resources application to
accomplish all tasks under the contract. The contractor shall be responsible for maintaining communication with
the Contracting Officer (CO) and the Contracting Officer’s Representative (COR), and to immediately notify both
the CO and the COR of any problems that would prevent timely performance of this contract. The contractor is
responsible for and required to implement, and maintain management control systems necessary to plan, organize,
direct, and control all activities under this contract.
1.2 Place of Performance. The contractor shall perform the services at Seymour Johnson Air Force Base,
North Carolina.
1.3. Specific Tasks
The Contractor shall furnish all labor, supervision, equipment, tools, and materials necessary to perform
comprehensive cleaning and inspection of commercial kitchen exhaust systems. All work shall comply with
NFPA 96 Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations, the National
Safety Council, and DAFMAN 91-203. (See Appendix 2)
1.3.1 Specific Tasks.
Clean and decontaminate duct interiors, hoods, filters, plenum chambers, fan housings, blades, and louvers.
Exhaust systems shall be cleaned to bare metal, free of grease, residue, and combustible deposits to include fire
suppression piping; ensure trip mechanisms remain free of chemical residue.
Inspect attic and roof areas for grease seepage, report findings to Government Representative.
Reinstall all access panels with new gasket material as required; ensure airtight seals.
Lubricate fans, blower units, and motors; adjust dampers, vanes, and diffusers.
Replace fan belts when frayed, split, or broken; include replacement information in service report.
Employ only qualified technicians trained in NFPA-compliant exhaust system cleaning.
Use protective coverings to safeguard adjacent equipment and surfaces.
Relocate and restore movable furniture/equipment as necessary.
Provide service reports including list of facilities serviced, scope of work performed, and any deficiencies noted.

The Contractor shall coordinate all work with the 4 FSS/FSO Operations Officer to minimize disruption to facility
operations.
Reporting to the Base Fire Protection Office (Bldg. 4601) is required prior to starting work.
Notify the COR and Fire Department no later than five (5) days before work is to commence.
Once work begins in a facility, the Contractor shall complete all tasks in that facility before proceeding with
another.
Only UL-listed electrical equipment shall be used.
Cleaning agents shall be non-flammable, non-combustible, and non-explosive. Agents subject to Government
approval prior to use.
Fire suppression systems shall be deactivated/reactivated in coordination with the Fire Department. Fire
Department must be onsite when this occurs.
All waste materials, including grease, lint, dust, and chemical residues, shall be collected, contained, transported,
and disposed of off base in compliance with Federal (Clean Water Act and Resource Conservation and Recovery
Act) and State (NC General Statute § 130A-291.1, 15A NCAC 13B .0832, 15A NCAC 13B .1600) environmental
regulations.
Upon completion of cleaning, Contractor shall notify the Base Fire Prevention Office for inspection. Systems
shall not be closed until certified clean/decontaminated by Fire Prevention personnel.
Final acceptance is contingent upon Government inspection and compliance with contract requirements.
