v4.10_DECEMBER2025 1 STATEMENT OF WORK (SOW)/PERFORMANCE WORK STATEMENT (PWS) 1.0 Background The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has several projects associated with documenting the types and extent of biofouling that occurs in the deep sea. Very little is known about deep sea biofouling at the present time. One of the items of great interest to the program is a determination of the kinds of microbes that are present in the biofilms that are expected to be found on test panels secured at all depths (nominally 50 meters, 250 meters, 500 meters and 950 meters). NUWCDIVNPT is also testing the effect of hydrostatic pressure on various antifouling paints and coatings by subjecting such materials to hydrostatic pressure cycling and hydrostatic pressure dwells and then exposing the panels in shallow water test sites to see if any differences in antifouling performance occur. Identification of microbes in the biofilms on the sample plates will be a very important part of the project. NUWCDIVNPT does not own the DNA analysis equipment needed to make these identifications; thus, samples will be collected from test panels and sent to a third party testing laboratory with the appropriate equipment and expertise to perform the analyses and report the results back to NUWCDIVNPT. 1.1 Places of Performance All analyses will be performed at the contractor’s laboratory using samples sent to that location from NUWC Division Newport and/or universities under contract with NUWCDIVNPT. 1.2 Authorized Users Code 1512 1.3 Sponsors New Attack Submarine Program Office (PMS-351) 1.4 Types of Funding RDT&E 2.0 Scope The contractor shall perform 16S and 18S analyses of biofilm samples to identify the type and population percentages of the microbes comprising the samples. The contractor shall provide results and raw data from all analyses performed. 2.1 Program or Systems Supported New Attack Submarine Program (PMS-351) -- 1 of 5 -- v4.10_DECEMBER2025 2 3.0 Applicable Documents The contractor shall perform the tasking required in Section 4.0 in accordance with (IAW) the below Applicable Documents (ADs). Current ALL 4.0 Technical Requirements The contractor shall perform the following tasks in accordance with (IAW) Applicable Documents in Section 3.0 and using GFI in Section 6.0. 4.1 The contractor shall analyze water samples provided by NUWCDIVNPT and/or universities working with NUWCDIVNPT (samples as marked) using standard 16S (bacteria/archaea) and 18S (eukaryotes/microbial fungi) DNA/rRNA analyses protocols. The goal of the testing is to provide a survey of the diversity of microbial lifeforms within the samples, including taxonomic assignments for all reads using available reference databases. 4.1.1 All samples will have identification markings applied by the Navy or universities working for the Navy. Those markings should be used to identify samples and the data associated with those samples. 4.1.2 The contractor shall retain samples for 30 days after issuance of report in case they need to be re-run for technical reasons. The Navy will advise the contractor if any tests on any samples need to be re-run. 4.1.3 Once all testing (and any required re-testing) has been completed, the contractor may dispose of the samples in accordance with applicable Federal, State and local laws and requirements. 4.1.4 The contractor shall submit reports documenting findings from the 16S and 18S analyses conducted on each sample, including: a. Taxonomic assignments for all reads from available databases. b. Raw data from 16S and 18S analyses for each sample. (in the form of an excel file). While performing work at a Government Facility, Contractor personnel shall comply with the security regulations of the host facility. Applicable FAR, DFARS, NMCARS clauses, and NAVSEA text shall be adhered to in the performance of this contract. Security incidents shall be promptly reported through the companies Facility Security Officer (FSO), to the Contracting Officer’s Representative (COR), Technical Point of Contact (TPOC), and the Cognizant Security Office to NUWCDIVNPT Security. Controlled Unclassified Information (CUI) including Legacy FOUO and Covered Defense Information (meeting the definition of 48 CFR 252.204–7012(a)) generated and/or provided under this contract shall be marked and safeguarded as specified in DoD Instruction 5200.48, CUI available at: https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/520048p.PDF.
