Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in
accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures
for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included
in this notice.
This solicitation is a request for proposals (RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.
The associated North American Industrial Classification System (NAICS) code for this procurement is
541380, Testing Laboratories and Services, with a small business size standard of $19 million. This
combined synopsis/solicitation is issued under full and open competition.
The National Transportation Safety Board ’s Office of Aviation Safety, Aviation Engineering Division is seeking
to purchase radiological services in support of its accident investigations.
All interested companies shall provide proposals for the following:
Services
The Contractor shall furnish all management, supervision, labor, materials, equipment, and any other items
or services necessary to perform radiological services for the National Transportation Safety Board (NTSB) in
accordance with Sections B-H. Services shall be performed at the contractor’s facility.

Radiological services ordered under this contract may include one or more of the following processes:
1. Scanning: 225 Kilovolt (kV) Microfocus Setup, Computed Tomography (CT), and Direct Radiography
(DR) Imaging
2. Scanning: 450 kV MiniFocus Setup, CT, and DR Imaging
3. Scanning: 1 Megavolt (MV), 3 MV Linear Detector Array Slices, Setup, CT, and DR Imaging
4. Scanning: 6 MV, 9 MV Setup, CT, and DR Imaging
5. Scanning: 6 MV Microbeam Setup, CT, and DR Imaging
6. Post Processing & Review
The period of performance shall not exceed 5 (five) years and shall consist of 1 (one) base year and 4 (four)
options years as follows:
• Base Year: September 14, 2026 – September 13, 2027
• Option Year 1: September 14, 2027 – September 13, 2028
• Option Year 2: September 14, 2028 – September 13, 2029
• Option Year 3: September 14, 2029 – September 13, 2030
• Option Year 4: September 14, 2030 – September 13, 2031
Note: The dates listed are anticipated start and end dates for planning purposes. The actual period of
performance will begin on the date of award issuance and run through the corresponding end dates.

Basis for Award
The Government may award one (1) Indefinite Delivery Indefinite Quantity (IDIQ) contract with individually
funded task orders using firm fixed price (FFP) rates to the responsible Contractor whose proposal conforms
to the RFP, will be most advantageous to the Government, price and other price factors considered, such
that it provides the best value to the Government. Best value is defined as the procurement process that
results in the most advantageous acquisition decision for the Government that is performed through an
integrated assessment and trade-off analysis between price and non-price factors. Review Attachment 1 -
Sections B-M for additional information.

included hereto and incorporated herein for additional information.

Access to this RFP and any amendments will be posted on the System for Award Management (SAM) website
at https://sam.gov under Contract Opportunities. All contractors are cautioned that it is their responsibility to

The maximum size of an email, including attachments, which the NTSB email server can accept is 35
megabytes (MB). Therefore, the Contractor may choose to send their proposal in separate emails, if the
combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are
encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size
limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your
