Performance Work Statement (PWS) Government Property Furniture Handling: Disassembly, Storage at Shafter Flats B1535 (150 Takata Road) and Reassembly for Building 200, (471 Funstone Road) United States Army Garrison, Island of Oahu, Hawaii 05/01/2026 -- 1 of 21 -- Performance Work Statement (PWS) This Performance Work Statement (PWS) defines the requirements for disassembling office furniture in Building 200, 471 Funston Road, Fort Shafter, transporting it to a Government-owned warehouse at 150 Takata Road, Building 1535,Shafter Flats, and returning it to Building 200, 471 Funstone Road for reassembly upon a minimum two-week notice from the Government. This work supports United States Army Garrison Hawaii on the Island of Oahu. Vision Statement Provide services to support the mission and operations of United States Army Garrison Hawaii, ensuring a seamless transition, maintaining operational efficiency, fostering a reliable Hawaii military community, and enhancing Warfighter readiness and well-being. 1 Scope The scope of this Performance Work Statement (PWS) encompasses all labor, equipment, materials, and transportation necessary to safely disassemble, relocate, store, return, and reassemble government office furniture. The contractor shall disassemble designated office furniture (as listed in TE#1 and TE#2 Layout of Cubicles) located in Building 200 at Fort Shafter, transport all items to a designated warehouse facility Building 1535 at Shafter Flats for temporary storage, and subsequently return the furniture to Building 200 for full reassembly. All work shall be performed in a manner that ensures the protection, accountability, and serviceability of government property. The contractor is responsible for coordinating access, maintaining an organized inventory of all furniture components, and ensuring that all items are reassembled to their original configuration or as otherwise directed by the Government. The Contractor shall comply with all applicable local, state, and federal regulations, including safety standards, to fulfill this requirement. 2 General Requirements This section describes the general requirements for this effort. The following sub- sections provide details of various considerations on this effort. 2.1 Non-Personal Services The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to or prepare work schedules for individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (KO) immediately. 2.2 Business Relations The Contractor will successfully integrate and coordinate all activities needed to execute the requirement. The Contractor shall manage the timeline, completeness, and quality -- 2 of 21 -- of problem identification. The Contractor shall seek to ensure customer satisfaction and maintain the professional and ethical behavior of all contractor personnel. 2.3 Contract Administration and Management The Contractor must maintain communication between the support operations at the Directorate of Public Works (DPW) Service Contract Branch, DPW Point of Contact and the Post Office Point of Contact. The Contractor shall respond to the Government's request for this contractual action promptly. 2.4 Subcontract Management The Prime Contractors shall notify the Contracting Officer Representative (COR) if the Prime Contractor add any subcontractors necessary to integrate this work. The Prime Contractor shall be responsible for any Subcontract management and work performed on this requirement and shall be responsible and accountable for Subcontractor performance on this requirement. The prime Contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Cross teaming may or may not be permitted. 2.5 Contractor Personnel, Disciplines, and Specialties The Contractor will accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The Contractor will provide the necessary resources and infrastructure to manage, perform, and administer the contract. 2.6 Location and Hours of Work The work for this requirement is located at Fort Shafter, Building 200 and warehouse Shafter Flats, Island of Oahu, Hawaii. This contract shall be performed during Government’s normal working hours, 7:30 a.m. – 4:00 p.m., Monday through Friday, excluding Federal Holidays. In no event shall the Contractor perform work outside the normal working hours without obtaining written approval from the Contracting Officer (KO). 2.7 Federal holidays The Contractor’s performance shall not be required on the Federal public holidays listed below. Holidays occurring on weekends will be observed as directed by the Federal calendar (5 U.S.C. 6103). New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day Juneteenth National Independence Day -- 3 of 21 -- 3.0 Performance Requirements The Contractor shall provide all labor, materials, equipment, and supervision required to relocate office furniture and related items from FS Building 200, 471 Funstone Road, to FSF Building 1535, 150 Takata Road, Oahu, Hawaii, and upon completion of renovations return all relocated items from FSF Building 1535 back to FS Building 200. The work shall include the safe transport of all items identified in Technical Exhibit (TE) 1, the disassembly and reassembly of cubicles in accordance with layout provided
