Page 1 of 36 Performance Work Statement (PWS) Unaccompanied Housing (UH) Movers & Handlers Contract 01 November 2026 PART 1 GENERAL INFORMATION 1. GENERAL: This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the duties of a Furnishings Movers & Handlers Company as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall perform to the standards in this contract. 1.2 Background: Fort Bliss is a United States Army base, located in El Paso, TX, and is comprised of approximately 1.12 million acres of land in Texas and New Mexico with facilities and ranges in both Texas and New Mexico. The base is approximately 1,700 square miles (4,400 square KM), and it is FORSCOM’s (United States Army Forces and Command) largest installation, containing the Army’s largest Maneuver Area (992,000 acres). The unaccompanied housing barracks buildings receive numerous new items on a yearly basis, which require replacement. Replacement of items happens when the life expectancy of such items is reached, or due to damage. 1.3 Objectives: The objective of this contract is to provide a workforce capable of moving furniture in and out of single, dual and three-tiered buildings. The work to be performed is typical of a moving company. In addition to the manual workforce, clerical staff is needed to properly update hand receipts and other documents using the electronic enterprise Military Housing (eMH) system. The contractor shall ensure all work accomplished in the performance of this PWS meets all applicable Federal, State, and local laws, regulations, and directives to include, but not limited to, the publications in Section 6.0 titled Applicable Publications. 1.3.1 The Contractor shall ensure all work in support of mission requirements tendered to the Government for acceptance conforms to the measurable performance standards of quality, timeliness, and quantity specified in the PWS of this contract. Without additional expense to the Government, the Contractor shall obtain/ensure subcontractors obtain all licenses and permits required to perform this work under this contract. The intent is to establish work requirements that are performance-based and results oriented. This approach is intended to allow the Contractor to determine the best and most cost- effective ways to fulfill loading and unloading, transporting, inventory of furnishings, and security; and accountability of furnishing services emphasizing innovation and commercial best practices. 1.4 Scope: Contractor shall provide non-personal services to the U.S. Army Garrison Fort Bliss, Directorate of Public Works, Housing Division, Unaccompanied Housing (UH) Branch, for the movement, handling and inventory management of UH furniture and appliances; To include: moving furniture items -- 1 of 36 -- Page 2 of 36 in and out of multiple tiered buildings that do not have elevators and maintaining UH furnishing inventory records through the use of the eMH electronic data base. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS. 1.5 Period of Performance (POP). The period of performance shall be for one (1) Base Year of 11-months with a 1-month phase-in period and four (4) 12-month option years with an optional FAR 52.217-8 six (6) month extension at the end of option year 4. The Period of Performance reads as follows: Phase-in Period 17 Dec 2026 – 16 Jan 2027 Base Year: 17 Jan 2027 – 16 Dec 2027 Option Year I: 17 Dec 2027 – 16 Dec 2028 Option Year II: 17 Dec 2028 – 16 Dec 2029 Option Year III: 17 Dec 2029 – 16 Dec 2030 Option Year IV: 17 Dec 2030 – 16 Dec 2031 Phase-out Period* 17 Nov 2031 – 16 Dec 2031 The following shall be applicable only if the Contracting Officer (KO) determines extending the contract is necessary in accordance with FAR Clause 52.217-8, not to exceed 6 months. 6-month extension 17 Dec 2031 – 16 Jun 2032 Phase-out Period 17 May 2032 – 16 Jun 2032 1.5.1 Transition (Phase In/Phase Out): The Contractor shall prepare and submit (within ten (10) business days after contract award), a Phase In/Phase Out Plan to be implemented by the Contractor. The Contractor shall provide experienced personnel during the phase-in and phase-out period to ensure that the services are maintained at the required level of proficiency (Deliverable A001). 1.5.1.1 Phase In During the thirty (30) day phase-in period, the Contractor shall observe all operations pertinent to the requirements of the PWS, to include office functions, procedures, operations, and any other requirements as deemed necessary by the Contractor that shall enable Contractor personnel to become both knowledgeable in, and familiar with, their assigned areas of responsibility.
