This is a combined synopsis/solicitation for commercial items prepared in accordance with the Revolutionary FAR Overhaul (RFO) Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue, and is a Request for Quotes (RFQ) for the following Supplies and/or Services. This requirement for a Moving Services contract where the contractor shall provide all labor, supervision, and be prepared to furnish any necessary materials, equipment, and transportation required to perform moving services for the Naval Surface Warfare Center Carderock Division (NSWCCD), its detachments, and support sites to include Olney and the Washington Navy Yard (WNY). This is for a base contract plus three Option years. The NAICS code is 484210 and the associated PSC code is V301, and the Small Business Standard is $34M for this procurement: NOTE: A Class Waiver is not applicable to a procurement unless the NAICS code, PSC, and NAICS Code Descriptor currently in effect, match the item(s) being procured. Objective The contractor shall provide all labor, supervision, and be prepared to furnish any necessary materials, equipment, and transportation required to perform moving services for the Naval Surface Warfare Center Carderock Division (NSWCCD), its detachments, and support sites to include Olney and the Washington Navy Yard (WNY). While the Government may provide select materials, equipment, and transportation, the contractor must maintain the full capability and readiness to supply these resources, as needed to complete the work. The primary objective is to ensure the Command has critical logistical and labor support to maintain daily requirements, allowing for the seamless relocation of furniture, laboratory equipment, and mission-critical assets with zero adverse impact on mission functions. 2. General Requirements 2.1 Scope of Work Moving will require the disassembly, assembly, repairs, and inventory tracking of furniture from the primary furniture manufacturers JSI, AllSteel, Steelcase, and Gunlock brands. There may be other modular systems furniture manufacturer's products requiring similar services but these would be in limited quantities and isolated locations. Services will also include the movement of all other types of general office furniture, furnishings and equipment including filing safes weighing up to 5,000 lbs. Laboratory and testing equipment of various sizes and weights up to 5,000 lbs. shall also be moved from location to location or moved to a central location for disposal by the Government. All work shall be performed in accordance with the technical specifications described under other paragraphs of this Performance Work Statement. 2.1.1 Non-Personal Services - The Government will not supervise or direct the Contractor's employees or control the methods the Contractor uses to perform the required tasks. The Government will not assign tasks to,, or set work schedules for, individual Contractor employees. The Contractor is solely responsible for managing its personnel and preventing any actual or apparent personal-services relationship. If any action may constitute or appear to constitute personal services, the Contractor shall immediately notify the Contracting Officer.
