OBJECTIVE The objective of this project is to perform the required five-year inspection, testing, and maintenance (ITM) of all facility fire suppression systems at the Defense Supply Center of Richmond, excluding building 31 & 47. This inspection shall be in accordance with UFC 3-601-02 and applicable federal, state, and local codes to ensure systems remain fully operational, code compliant, and capable of protecting personnel, property, and mission readiness. 2. BACKGROUND Defense Supply Center Richmond (DSCR) facilities are equipped with fire suppression systems designed to protect personnel, government property, and mission-critical operation from fire hazard. Multiple fire suppression systems throughout DSCR facilities have reached the required five-year service interval and must be evaluated to ensure continued operational readiness and code compliance. Failure to conduct these mandated inspections and maintenance actions may result in system degradation, increased life safety risks, potential mission disruption, and regulatory non- compliance. This project supports the sustainment of DSCR life safety infrastructure by ensuring all fire suppression systems remain reliable, fully functional, and compliant with governing standards. 3. SPECIFIC REQUIREMENTS o The contractor shall: 3.1 SYSTEMS INSPECTION o Perform all five-year required ITM tasks. o The Contractor shall verify actual quantities and field conditions as necessary to perform the required services. o Internal inspection of sprinkler piping and branch lines. o Obstruction investigation. o The contractor shall replace all gauges on all fire suppression systems. o Hydrostatic testing of FDC piping to a minimum of 150 PSI for two hours. o Standpipe hydrostatic test. o Inspect and test all backflow preventers associated with fire suppression systems. o Perform an internal check on check valves on all backflow preventors. o Ensure all backflows that are in confined spaces are inspected and tested. o Ensure check valves and relief valves operate properly. o Fire pump internal inspection. o An internal Fire Department Connection (FDC) piping inspection. o Ensure proper inspection tags and stickers are installed noting when the five year and other functions are performed. o Perform a three-year air test on all dry systems. o Clean and inspect all check valves and strainers on air lines for dry systems. o Clean and inspect all check valves and strainers on alarm lines to include the water motor gongs on wet systems. o Provide detailed pictures with building numbers and location of the inside of the piping and tags hung where internal inspections were performed. o Perform inspection and maintenance on all nitrogen generators. -- 2 of 49 -- Page 3 of 49 o Perform inspection and maintenance on all dry chemical and clean agent fire suppression systems. o The Contractor shall furnish all permits, safety equipment, atmospheric monitoring, and rescue/ retrieval equipment necessary to conduct compliant confined space entries and perform all required inspection, testing, and maintenance. 3.2 COORDINATION AND SCHEDULING o Coordinate all work with DSCR Project Manager. o Submit a detailed work schedule prior to commencement. o Follow approved impairment procedures for any system shutdown. o Provide temporary fire watch when required. o Minimize disruption to DSCR operations and mission activities. 3.3 DOCUMENTATION o Record and submit the following documentation: o Pre-work and inspection plan and schedule. o NFPA 2001 Reports. o Deficiency reports with corrective action recommendations. o Update inspection tags. o Final comprehensive certification report verifying completion of five-year ITM tasks and system operational status. 3.4 SYSTEM RESTORATION o Ensure all systems are fully restored to normal operational status upon completion of testing. o Verify alarms and supervisory signals are functional. o Notify DSCR representatives upon system restoration and completion of work. LOCATION OF WORK The work described in this Statement of Work shall be performed at the facilities located at 6090 Strathmore Road Richmond Virginia 23237, included is the building number and approximate count on fire suppression systems.
