Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements. 1.2 GENERAL INTENTION A. A. Contractor shall completely prepare the site for building operations, including demolition and removal of existing overhead paging infrastructure, and furnish all labor, materials, equipment, and supervision required to provide the Dayton VA Medical Center Campus Overhead Paging System Replacement as shown on the drawings and described in the specifications and Statement of Work. Work includes removal of designated existing head-end paging equipment and field devices, installation of new paging controllers, amplifiers, modules, speakers, cabling, and associated components, and integration of the new system with the Facility’s Cisco VoIP environment and VA network in accordance with VA requirements. B. The project will replace the existing campus overhead paging system with a distributed, network-based paging solution that routes paging calls from Cisco VoIP phones through a designated paging gateway over a VA-approved VPN connection to the paging controllers, and then distributes audio to speaker zones throughout the Dayton VA Medical Center campus. The new system shall maintain paging coverage and functions identified in the project Statement of Work, including routine and emergency paging, all-call capabilities, and existing dial code and zone structures as revised and approved by the Government. Existing paging -- 4 of 354 -- 11-01-21 01 00 00 -2 service shall remain in operation until phased cutover and commissioning of the new system is completed and accepted by the Government. C. All employees of the General Contractor and subcontractors shall comply with the VA security management program, obtain permission of the VA Police, be identified by project and employer, and be restricted from unauthorized access to Medical Center areas. Contractor personnel shall coordinate site access, badging, escort, and work activities with the Contracting Officer’s Representative (COR) and shall perform all work in a manner that minimizes disruption to patient care, clinical operations, and Medical Center staff. 1.3 STATEMENT OF BID ITEM(S) A. ITEM I, REPLACE OVERHEAD PAGING SYSTEM: BASE BID: Work includes general construction, alterations, electrical and telecommunications work, and related site work necessary to replace the existing Dayton VA Medical Center campus overhead paging system with a new distributed network-based paging solution. Base Bid work includes removal of designated existing paging equipment and cabling, furnishing and installing new paging head-end equipment, paging controllers, amplifiers, zone modules, speakers, cabling, and associated accessories; integrating the paging system with the Facility’s Cisco VoIP environment via a VA-approved VPN-connected paging gateway; providing all programming, testing, commissioning, and training required for a complete and functional system; and performing phased cutover in accordance with the Statement of Work and project specifications. -- 5 of 354 -- 11-01-21 01 00 00 -3 1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense. 1.5 CONSTRUCTION SECURITY REQUIREMENTS A. Security Plan: 1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project. 2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations. B. Security Procedures: 1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. 2. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer so that security escort can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section. 3. No photography of VA premises is allowed without written permission of the Contracting Officer. Patients and staff are not to be photographed at any time. 4.
