Statement of Work (SOW) G832 – Classroom AV Package Ira C. Eaker Center for Leadership Development Maxwell AFB – Gunter Annex, Alabama 1. Purpose The purpose of this Statement of Work (SOW) is to acquire a complete, turnkey professional-grade audio/visual (AV) and AV over IP solution to establish four (4) unclassified instructional classrooms in Building 832 (G832) at the Ira C. Eaker Center for Leadership Development, Maxwell AFB – Gunter Annex, AL. The solution shall support mission-essential training with reliable, secure, high-quality presentation, collaboration, and hybrid instruction capabilities. The customer has developed a plan for the spaces that identifies the desired locations for displays and equipment. 2. Background The Eaker Center Defense Financial Management Comptrollers School (DFMCS) and Force Support Professional Development School (FSPDS) delivers formal instruction to approximately 10,000 mission-essential Airmen and Civilians each year. Its mission directly supports the readiness, capability, and professional development of the Total Force by providing standardized, high-impact education across the Force Support enterprise. Due to ongoing Thunderbolt II facility optimization actions, DFMCS and FSPDS were relocated within the Eaker Center, requiring the conversion of former administrative office spaces into four (4) instructional classrooms: Room(s) 100, 148, 167 and 195. While these spaces now serve as the primary instructional venues for DFMCS and FSPDS, they currently lack the audiovisual (AV) infrastructure necessary to support modern learning delivery methods. None of these rooms have an existing contract and/or are part of a current contract. To sustain operational effectiveness and ensure continuity of instruction, FSPDS requires a modern, dependable AV ecosystem purpose-built for hybrid and digitally enabled training environments. The instructional mission demands reliable presentation capabilities, seamless support for virtual collaboration platforms (including Microsoft Teams, Zoom, and Webex), and an integrated system that enables instructors to engage both in-person and remote learners without technical disruption. Upgrading these repurposed spaces with standardized, enterprise-aligned AV solutions will: 1. Enhance instructional delivery quality and student engagement 2. Ensure compliance with Air Force expectations for hybrid learning and distributed education 3. Reduce instructor workload associated with operating outdated or fragmented technology 4. Improve reliability, uptime, and consistency across all classrooms 5. Enable scalable use of collaboration tools required in today’s learning and mission environments -- 1 of 11 -- Investment in this AV modernization effort is essential to restoring full instructional capability following the Thunderbolt II relocations. Providing FSPDS with a stable, interoperable AV environment directly supports the Air Force’s commitment to ready, resilient, and professionally developed Airmen. This requirement ensures the school can continue delivering high-quality education to the thousands of students who rely on it each year. 3. Scope The contractor shall design, furnish, install, integrate, test, document, train, and support a complete AV/IT solution for the four (4) classrooms identified in this scope of work. The contractor must utilize the existing Newline Q-Series interactive monitors currently installed in Room(s) 148, 167 and 195. The new AV/IT systems should be fully integrated with these Newline displays to ensure a unified, seamless, and consistent audio-visual experience across all classrooms. Provide professional or broadcast-quality audio and video performance (see §5.3). 1. Implement an AV over IP architecture with appropriate switching capacity, scalability, and a fiber-optic backbone as described in §5.1. 2. Enable intuitive, single-point control of all core functions in each room (§5.2). 3. Meet all cabling, labeling, documentation, training, warranty, TEMPEST, and plenum requirements (§5.4–§5.8). 4. Deliver a complete turnkey deployment with all accessories, mounts, terminations, programming, and high-voltage electrical work necessary for full operation. Alternate equipment/models may be proposed if they meet or exceed the performance intent and specifications of this SOO. 4. Objectives 1. Establish four (4) fully functional, unclassified AV classrooms (Room(s) 100, 148, 167 and 195) ready for daily instructional use. 2. Provide resilient, high-quality presentation, interactive annotation, confidence monitoring, and hybrid/virtual instruction. 3. Implement an AV over IP foundation. 4. Deliver comprehensive documentation, training, and initial support to ensure sustainable operations. 5. Performance Requirements 5.1 Network & AV over IP Infrastructure 1. Architecture: Implement an AV over IP design wherein encoders/decoders convert AV signals to a common digital format, connect to LAN switches, and are addressable nodes. 2. Backbone: Provide a high-bandwidth fiber-optic backbone between core and access switches, installed in-room with routing capability to a future centralized location. 3. Access Layer: Install access-layer switches in each room’s equipment rack with bandwidth sufficient for 4K/UHD streaming; PoE capability may be included where advantageous for -- 2 of 11 -- cost/power. 4. Core Layer: Core-layer switch infrastructure (to be centralized in the future) shall be capable of propagating at least sixteen (16) concurrent 4K/UHD streams from source to destination. A. Segregation & TEMPEST: AV cabling/infrastructure shall not cross or interfere with existing AF communications infrastructure and shall follow color-coded cable conventions for clear differentiation consistent with TEMPEST/EMSEC guidelines. B. Addressing & Control: The design shall support remote operation/maintenance from a future centralized control room (addressability, routing, monitoring readiness). 5.2
