Requirement Overview. This Performance Work Statement (PWS) defines the efforts required to repair the audio system at the Base Theater located on Ellsworth AFB, 2650 Doolittle Drive, Bldg. 3901. These repairs will allow full use of the base theater to include movie showings and improved quality of base briefings/meetings. The contractor shall provide all personnel, equipment, tools, materials, management, operations, supervision, other items, and logistic support as defined in the PWS. The contractor technical personnel shall be certified to perform all tasks required to connect updated audio equipment to existing audio equipment to make the theater speaker system fully functional as well as install a compatible HDMI cable running to the front row of the theater. The contractor will provide the government — 28th Force Support Squadron (FSS) Community Services Flight (FSW) out brief of equipment installed and services performed. 1.1 All work shall be done in accordance with manufacturer’s specifications and in coordination with 28 FSS/FSWP. 1.1.2 Onsite Pre-installation. FSWP will prepare the area for work to allow ease of access. 1.1.3. Contractor will provide company-owned, privately owned, or rental vehicles for transportation. Contractor vehicles must be properly insured to be driven on the installation. 1.2 Scope of work includes but is not limited to removal and disposal of broken/outdated audio equipment and installation of new/updated audio equipment to include running a compatible HDMI cable to the front row of the stage making the speaker system fully functional in addition to providing one-on- one training. 1.2.1 Removal. The contractor will be responsible to provide labor and equipment for the removal of outdated and broken audio equipment. 1.2.2. Disposal. Contractor will dispose of all broken, outdated or removed audio equipment. 1.2.3 Installation. Contractor will provide labor and all required equipment to install updated audio equipment essential to make the current system functional. 1.2.3.1 All electrical and data cable connections must be accomplished by contractor. 1.2.3.2 Floor Protection will be used as required. 1.2.3.3 Theater audio system will be fully functional upon completion with no additional install requirements. -- 3 of 5 -- 4 1.2.3.4 Training will be provided to staff members on proper use of audio system as well as trouble-shooting steps. 2.0 Government Provided Materials and Utilities 2.1 The government will provide water, sewage service, electricity, and storage space for equipment at no cost to the contractor. The government will provide entry passes to the installation and provide escort into secure areas for the duration of the contract. The contractor shall not place trash or debris in base roll-out containers. 2.1.1 Prior coordination with customer. Prior to installation, a schedule of proposed times for installation will be coordinated with and approved by the 28 FSS/FSWP section. 2.1.2. The contractor shall provide names and identification information of workers to the customer prior to beginning work for the government to obtain installation entry passes. 3.0 Minimum Technical Requirements 3.1 Design Criteria. The contractor shall meet technical and operational requirements as stated in this section below. The contractor shall comply with all applicable local, state and federal requirements regarding the protection of the environment. 3.2 The theater audio system requires the following items to be installed to attain full functionality. 3.2.1. One (1) QSC CORE 24-Channel Network + Analog I/O Processor. 3.2.2. One (1) RU I/O for digital cinema applications w/cores. In AES3 Line/Mic Automation. 3.2.3. One (1) Q-Sys Peripheral providing control expansion with 4 serial communication I/O. 3.2.4. One (1) QYS 7” PoE color touchscreen controller for in-wall mounting-Black 3.2.5. One (1) 8-Port gigabit PoE+ Managed AV Switch w/SFP Ports (240W) m4250-10G2F- POE+8X1G 3.2.6. One (1) 4-way HDBaseT/ HDMI Input Switch 3.2.7. One (1) HDBaseT receiver, for C66/88cs and HMXL 66/88 Slimline-70m (4K up to 40m), Bi-directional Ir, Bi-Direc. 3.2.8. One (1) US Model HDMI wall plate HDBaseT Transmitter-HDMI, Rs-232 and Ir Up to 70m (4k up to 40m) (Dual) 3.2.9. One (1) Miscellaneous XLR cables. 3.2.10. One (1) extended reach HDMI cable. -- 4 of 5 -- 5 3.2.11. The vendor is required to use both existing equipment and parts listed to complete the repairs on the theater’s audio system. 3.2.12 The vendor shall provide on-site technical support for the express purpose of troubleshooting the system. 3.2.13. Upon completion of install, installation drawing, wiring diagrams, and programming code will be delivered to the designated Government representative. 3.2.14. All wiring shall be concealed in a manner that matches existing color of walls/conduit. Carpet will not be used to conceal any wiring. The contractor shall furnish all required wiring, cables, connectors, and components necessary to connect the various components of the integrated system as required for a completely operable system. The contractor shall dispose of excess or replaced wiring. NOTE: A list of all equipment/material and plans to meet requirements must be submitted with the proposal for review with compliance with Ellsworth AFB standards. 4.0 Vendor Training and Testing 4.1 Training. Upon completion of the installation process, the contractor will provide in person user training to the designated site staff in accordance with the customer requirements.
