1.0 INTRODUCTION
1.1 The United States Government (USG) has a requirement for construction services at Mountain
Home Air Force Base (MHAFB). The construction services shall replace the antiquated fire alarm
system at two MHAFB dormitories sequentially, Base - Building 2318 and Option 1 - Building 2416 (if
exercised), with a new addressable fire alarm system, as required by the Fire Prevention Engineer.
(See Figure 1 for reference)
1.2 The Construction Services shall renovate the identified area within the two building sequentially (if
Option 1 is exercised) and in accordance with current (a) A&E Design Drawings; (b) Specifications; (c)
A&E Design Analysis; (d) Department of Defense Unified Facility Criteria (UFC) design standards,
utilizing the Unified Facilities guide Specifications (UFGS); (f) industry Standards and Practices; (g)
Manufacturer’s guidelines; and (h) other standards/documents/guidelines as required.
2.0 BACKGROUND INFORMATION
2.1 The Army Corps of Engineers constructed Building 2318 as a dormitory circa 1998 to house
approximately 70 Airmen working at MHAFB. The building is approximately 52 feet wide and 248
feet long. The building has three floors and is physically located in the center of MHAFB, just south
of Aardvark Avenue. (See Figure 1 for reference)
2.2 Likewise, Building 2416 as a dormitory circa 1998 to house approximately 108 Airmen working at
MHAFB. The building is “L” shape that is approximately 52 feet wide with two legs at approximately
200 feet long and 180 feet long. The building has three floors and is physically located in the center
of MHAFB, just south of Aardvark Avenue. (See Figure 1 for reference)
2.3 Additionally, the existing fire alarm system lacks provisions for a mass notification system, as
required for occupied buildings having more than 10 full-time occupants. The replacement system
will include an autonomous mass notification system.
2.4 Both Building 2318 and 2416 are critical facilities for fire code compliance since it houses personnel;
however, the existing Fire Alarm Panel is antiquated, and replacement parts are no longer available.
Devices are normally scheduled to be replaced every 10-years; however, with the shortage of
replacement devices, they have only replaced as needed. The wiring inside conduits are
deteriorating, which have caused false alarms to trigger, causing MHAFB Fire Department to
respond to false emergencies.

3.0 PROJECT INFORMATION
3.1 The main scope for this project is to replace the existing fire alarm devices and associated Fire Alarm
Panel with a new devices (smoke and heat) and an addressable Fire Alarm Panel / Mass Notification
System (FA/MNS) throughout the dormitories, with radio communications to the Fire Department.
3.1.1 A new FA/MNS will be installed in accordance with Specifications, NFPA 72, UFC 30600-01,
UFC 4-021-01, and the Architectural Barriers Act (ABA).
3.1.2 A new FA/MNS will be sole sourced as a Silent Knight EVS Series FA/MNS
3.1.3 A new FA/MNS will communicate with the MHAFB AES IntelliNet 2.0 base-wide monitoring
system.
3.1.4 A new FA/MNS will be equipped with a compatible radio transmitter and VHF omni-
directional antenna.
3.2 The project will be performed in two stages, sequentially, as denoted by:
3.2.1 Base for Building 2318
3.2.2 Option 1 (if exercised) for Building 2416.
3.3 The dormitories will be vacant during construction.
