Statement Of Work For ECC Optimization 1.0 SCOPE: The project involves the removal, labeling, and re-installation of all computer and communication equipment in the main and alternate dispatch centers. Primary Goal: The primary goal is to reconfigure the dispatch workstations for a more organized workspace, complete cable organization, and overall organization of computers/wires. Objective Standards: -deconstruct each one of the communication and computer systems. Then, reconstruct them in an organized manner that will have both work centers at the primary and alternate mirror each other. - Label each wire, computer, keyboard, switch panel, and monitor upon deconstruction - upon reconstruction completion, function test each system with the dispatch NCOIC. 2.0 BACKGROUND: The dispatch center at Misawa AB has undergone a few improvements over the past few years with the transition to the Windows 11 Operation system and the E-911 upgrade. For this reason, the Primary Dispatch center in Bldg. 3003 and the Alternate at Bldg. 947 will need to have their 2 workstations mirror each other. The alternate dispatch has 2 workstations that will also need to mirror each other. Furthermore, none of the connectors are labeled properly and if there arises a need for maintenance that process could take longer than necessary. 3.0 GENERAL INFORMATION: Key Responsibilities: Task Description -- 1 of 7 -- Equipment Removal Safely disconnect and remove all computer and phone equipment from the dispatch workstations. This includes hardware from the following systems VESTA 911, Crash phone, Monaco alarm monitoring, Motorola radio, NIPR computer, and the G2 phoenix alert system. Component Labeling Meticulously label every single wire, computer, monitor, and any other electrical component during removal, to ensure accurate re-connection and system identification. System Re- installation Set up and mount all computer and phone systems securely back onto the desks according to the designated layout. Cable Management Arrange all cables and components neatly and professionally. All wiring should be organized and hidden from view, preferably routed behind the desks, to enable dispatcher to utilize the desk. Specific item details: Primary Dispatch is in Bldg. 3003 and Alternate dispatch is in Bldg 947. Each Dispatch center has no room numbers but labeled as Emergency Communication Center. Primary Dispatch has 2 workstations. Each workstation consists of: 1 curved monitor, 1 NIPR computer, 5 flat monitors, 1 Motorola system, and a VESTA 911 computer. In the Primary is a Avigilon computer and 2 tablets that power the G2 alerting system and the new Gas detection system for the Aircraft Hangers on base. The alternate has a singular Vesta 911 computer and monitor. A singular Monaco computer and 2 monitors. Each workstation has 4 monitors, 1 Motorola system, and 1 NIPR computer. 3.1 Hours of Operations: The contractor shall perform the duties on the normal duty hours (07:30 - 16:30, Monday through Friday) except for Saturday, Sunday, Down Days, and U.S. Federal holidays. Special Security Requirements. The contractor shall comply with all Misawa AB security requirements. The government will provide escorts for the contractor, as required. Failure to comply with the security requirements is cause for termination. 3.3. Random Antiterrorism Measures (RAMs). RAMS are conducted on Misawa Air Base at varying times during a 24-hour period and may consist of measures such as spot checks of identification credentials, random vehicle searches, and site security sweeps. The contractor is subject to participating and cooperating with RAMS as directed by competent authority. Anticipate increased RAMS during implementation of elevated Force Protection Conditions (FPCONs). 3.4. Reporting Suspicious Activity. It is the responsibility of all personnel working and residing on Misawa Air Base to be alert for detecting and reporting suspicious criminal or terrorist activity. The contractor shall immediately report any on-base observed suspicious activity to the 35 SFS/BDOC, Bldg. 646. All contractor-employed personnel shall be familiar with suspicious activity reporting numbers and procedures. The primary number for reporting suspicious activity on Misawa Air Base is 911 from a base phone or 0176-53-1911 from a mobile phone or off-base. 3.5. Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander. This service is not determined to be essential for performance during crisis as declared by the National Command Authority or Overseas Combatant Commander. In the event of crisis, the contractor will be notified by the CO of the need to discontinue services due to base closure or other causes. If notification to discontinue services is not received, the contractor will be expected to continue performance in accordance with this SOW. 3.6. Level I Antiterrorism Awareness Training for Contractors (Jan 2023) (a) Definition. As used in this clause— “Military installation” means a base, camp, post, station, yard, center, or other activity under the jurisdiction of the Secretary of a military department or, in the case of an activity -- 3 of 7 -- in a foreign country, under the operational control of the Secretary of a military department or the Secretary of Defense (see 10 U.S.C. 2801(c)(4)).
