STATEMENT OF WORK
for
Improvements to Building 130 Room 2109
(Revised 17 JULY 2026)
1.0 Background
The National Oceanic and Atmospheric Administration (NOAA), Inouye Regional Center (IRC),
laboratories are located on Ford Island, Joint Base Pearl Harbor-Hickam (JBPHH). This requirement
for NOAA includes the removal of part of an existing wall between rooms 2108A and 2109 located in
Building 130, the installation of a door, and other scope items as listed in Section 3.0.
The place of performance address is NOAA Inouye Regional Center, 1845 Wasp Boulevard., Bldg.
#130, Honolulu, Hawaii 96818. See solicitation for site visit details.
2.0 Period of Performance
The period of performance shall be four (4) months from date of award. However, the expectation
is that the contractor shall complete the work specified in this SOW within 30-calendar days of
notice to proceed.
3.0 Scope
3.1 Identify and document all utilities (plumbing, electrical, data, etc.) within or adjacent to the wall and
new doorway.
3.2 Disconnect and safely terminate any plumbing and electrical lines within the wall, according to
applicable codes.
3.1 The Contractor shall remove the existing databox and pull back all existing ethernet and fiber optic
data lines into the ceiling space. These lines shall then be tagged and neatly coiled and secured.
Termination of the data lines is not required.
3.1.1 All low-voltage copper (CAT UTP) and optical fiber cabling that is disconnected from work
area outlets but intended for future reuse shall not be considered abandoned, provided it is strictly
identified in accordance with NFPA 70 (National Electrical Code) Articles 640.6(C), 722.25,
770.25, and 800.25.
3.1.2 Tag Placement and Location Requirements:
3.1.2.1. Contractor shall install a minimum of two (2) tags per cable run: one at the
telecommunications enclosure/MDF patch panel end, and one at the room outlet end.
3.1.2.2. For cable tray runs exceeding 50 feet within the false ceiling, intermediate tags
must be applied every 25 feet to ensure clear visibility for fire inspectors without moving
adjacent cables.
3.1.2.3. Tags must be placed on the visible, upper-facing side of the cable jacket when
resting inside cable trays.

3.1.3. Tag Durability and Material Specifications:
3.1.3.1. Material: Tags must be industrial-grade, non-conductive, tear-resistant, and
flame-retardant (e.g., rigid vinyl, polyolefin, or heavy-duty nylon). Paper or standard
masking tape labels are strictly prohibited.
3.1.2.2. Attachment: Tags must be securely fastened to the cable utilizing heavy-duty,
plenum-rated (UV and heat-resistant) nylon cable ties or self-laminating wrap-around
adhesives.
3.1.3.3. Legibility: Text must be mechanically printed (label maker) using smear-proof,
chemical-resistant thermal transfer ink. Hand-written markers are not acceptable.
3.1.4. Mandatory Tag Information Content: Each tag must explicitly display the following data
points in a legible font size (minimum 10pt):
3.1.4.1. Regulatory Status Statement: "RESERVED FOR FUTURE USE"
3.1.4.2. Date of Designation: [MM/DD/YYYY]
3.1.4.3. Cable Source & Destination ID: (e.g., OUTLET: RRRR_OO_PP to
MDF_CC_PPX_P, R is the Room, O is the outlet, P is the port, C is the Cabinet, X is the
Patch Panel, P is the port)
3.1.4.4. Cable Type & Media: (e.g., CAT6a UTP / Single-Mode Fiber Optic)
3.1.4.5. Point of Contact: NOAA / PIFSC / K.WONG
3.2 Remove approximately 12 FT of the wall between rooms 2108A and 2109. See Figures 2 and Figures
3 which show the wall from both sides.
3.3 Remove and dispose of the sink, cabinets, desk, shelving, and related appurtenances attached to the
wall in rooms 2108A and 2109.
3.4 Install a door between rooms 2109 and room 2110. (See Figures 4 and 5.)
3.4.1 Door type shall be heavy-duty industrial 4 FT (48-inch) single-leaf door, 7 FT tall.
3.4.2 Provide a Heavy-Duty Mortise Lockset configured for Office / Entry Function. The outside
lever can be locked or unlocked by a key on the outside, or by a thumbturn / push-button on the
inside. When unlocked, anyone can turn the handle and enter. The inside handle always allows
free exit. To ensure seamless facility integration, the lock cylinder must feature a core which shall
match the existing facility master key system. For lock function purposes, room 2109 is
considered the “inside” and room 2110 is considered the “outside”.
3.4.3 The installation must feature a 90-minute fire-rated UL labeled door assembly, equipped
with a listed self-closer, and functional positive latching.
3.4.4 The studs framing the door opening (the jamb studs) shall be reinforced to prevent the
weight of the door from twisting the wall framework over time.

3.4.5 Provide a commercial-grade, heavy-duty continuous stainless steel pin-and-barrel hinge
(Type 304, 14-gauge). The assembly must utilize internal bearings to prevent door sag over time.
3.4.6 Door opening shall have no threshold, allowing a completely flush transition between
flooring surfaces for unobstructed equipment traffic. If a threshold is unavoidable, a heavy-duty,
ADA-compliant saddle threshold (maximum 1/2" height) that is beveled to allow wheels to roll
over smoothly shall be used.
3.4.7 Door shall swing into room 2110.
3.5 Patch and repair any damage to remaining walls or surfaces.
3.6 Trim and finish to match existing finishings.
3.7 Patch and repair any damage to the concrete floor to remove any trip hazard. Finish to match existing.
4.0 Quality Assurance
4.1 Contractor shall provide not less than 1-year warranty on the installation and installed products. Any
manufacturer’s warranties of greater than 1 year shall be honored.
4.2 Verify functional operation in the presence of the Technical Point of Contact (TPOC).
