Scope Of Work The Federal Bureau of Prisons (FBOP), Federal Corrections Institution (FCI) Texarkana intends to make a single award to a responsible entity for the provision of replacing the CMS Transformer, at FCI Texarkana, located at 4001 Leopard Drive, Texarkana, Tx 75501. Awarded contractor will be required to furnish all required engineering, permits, tools, and insurance necessary to accomplish the following operation specifications. Upon completion of contract, the transformer will be a complete, fully functional, and working system. Service will comply with all Local, State, and Federal codes, and meet all safety requirements. CMS Transformer: Asset- (HVT-3-TEX) Location: East of ground water tank, North of CMS building. Make: Power Zone Size: 500 KVA Volts: 208Y/120 The existing transformer is located outside the secure perimeter but feeds four (4) buildings inside the perimeter and lighting for recreation. Remove and replace existing transformer (HVT-3) CMS/Rec/Education 500 KVA Oil Filled with Eaton-brand, or equal, Secondary Unit Substation Oil Filled with feed-through primary switching section and front-access switchboard secondary equipment section in accordance with specifications. All equipment specified in this statement must be brand name or an equal product. Should your firm choose to submit an equal product, you must submit all technical specification of the equal product to be analyzed and a technical determination issued with acceptance/non- acceptance. The government retains the right to determine technical acceptance for all submitted equal products. There is currently an air switch located with this transformer that is to be removed, and the new substation shall have high side feed through capabilities to enable medium voltage feed to the VT transformer. It will also need a 1,600 AMP main breaker (I-Line) for an outdoor secondary load distribution system. The secondary panel must be able to take up to six three phase breakers. Breaker size is to be determined but will range from 400 to 1200 AMPS for the feeds currently leaving the existing transformer. The primary voltage is 12,470 and the secondary is 208WYE. There is a 208- 480 step up transformer that will need to be reconnected to the new secondary voltage system. It will also require load break elbows installed on the incoming and outgoing high voltage. The feeds from this transformer include: -- 1 of 14 -- Page 2 of 7 1. MDP- 5- 2000 AMPS CMS which feeds the following subpanels EP- 107 – 125 AMPS, EP- 108 – 225 AMPS, EP- 114 – 225 AMPS, EP 113 – 225 AMPS, EP 111 – 225 AMPS, EP 112 – 225 AMPS 2. MDP – 6 – 800 AMPS Education Tunnel which feeds the following subpanels EP – 95 – 200 AMPS, EP – 96 - 200 AMPS, EP – 97 – 125 AMPS, EP – 98 – 125 AMPS, EP – 99 – 225 AMPS, EP – 100 – 225 AMPS 3. REC YARD EP 119 – 400 AMPS- Direct underground feed from transformer. Which feeds EP – 120 – 200 AMPS Attached reference drawings/pictures are provided for general information and the Contractor’s benefit only. Actual equipment installation and existing conditions may vary. ATTACHMENT A1 – Location Plan ATTACHMENT A2 – CMS Transformer Overview ATTACHMENT A3 – CMS Transformer Front/Back View & Data Plate ATTACHMENT A4 - E006 – Existing One Line Diagram ATTACHMENT A4 – E007 – New One Line Diagram ATTACHMENT C - Existing High Voltage Transformer ATTACHMENT D - Raceway B. Operation Specifications Work shall include but not limited to the following base-bid items: 1. Perform all lock-out/ tag-out duties on existing 12,470-volt circuit that feeds existing CMS unit transformer. Final verifications will be made with no contact voltage tester. 2. Remove primary and secondary wiring from existing transformer and 13KV switch. 3. Provide crane or lifting equipment for removal of 500 KVA transformer and 13KV switch. 4. Assist certified riggers and crane crew in the removal and replacement of 500 KVA transformer and 13KV switch. 5. Furnish and install (1) remanufactured 3ph. 12,470V to 208V 500 KVA transformer with loop feed primary to service existing VT Transformer. Transformer will come with 200A load break inserts and filled with new oil. (3) year equipment warranty for Transformer must be included. 6. Remove old transformer off site. 7. Furnish and install (1) 350 KW 3ph. 120/208V generator at CMS location. All cables included. 8. Furnish and install (1) 176 KW 3ph. 120/208V generator at Health Services location. All cables included. 9. Furnish and install (1) 120 KW 3ph. 120/208V generator at Education location. All cables included. 10. Furnish and install (1) 120 KW 3ph. 120/208V generator at VT Yard location. All cables included. Contractor(s) is responsible for wire installation and terminations. 11. Furnish and install (1) 100 KW 3ph. 120/208V generator at Recreation Yard location. All cables included. Contractor(s) is responsible for wire installation and terminations. 12. Disconnecting of all generators and cables is included except for locations inside fenced areas upon completion of all work. 13. Furnish and install (1) new 3ph. 120/208V NEMA 3R 1600-amp panelboard containing the following sub-breakers: (1) 3ph. 208V-1200 amp for CMS, (1) 3ph. 208V-600 amp for Health -- 2 of 14 -- Page 3 of 7 Services, (1) 3ph. 208V-400 amp for Education, and (1) 3ph. 208V-300 amp for Recreation Yard. Panelboard will be Square D I-Line. 14. Furnish and install (4) 4” aluminum rigid conduits containing (4) #600 mcm copper from transformer to new 1600-amp panelboard. 15. Furnish and install (1) 12”x12”x96” gutter beneath new panelboard for the purpose of retrofitting the following existing loads to new panelboard: (1) 1200 amp for CMS, (1) 600 amp for Health Services, (1) 400 amp for Education, and (1) 300 amp for Recreation Yard. 16.
