PRESOLICITATION NOTICE (THIS IS NOT A SOLICITATION)
Invitation for Bids (IFB) 100% Small Business Set-Aside W50S8526BA007 “VGLZ 232005 REPAIR FEEDER #7”
NAICS Code: 237130 – Power and Communication Line and Related Structures Construction
Selfridge Air National Guard Base, MI 48045, intends to issue an Invitation for Bids to award a single firm fixed-
price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment,
appliances, and supervision necessary for the Construction of “VGLZ262005 - Electrical Repair Feeder 7”.
The work shall be in strict compliance with the SOW, the project specifications, and the project drawings.
Sections of the SOW may supersede the requirements found in the specifications, in which case, the more
stringent/higher quality requirements will apply. All work will be coordinated with Base Operations. A Macomb
County Soil Erosion Permit will be required for this project. The Contractor shall obtain, pay for, and follow the
requirements of this permit. The work will consist of surveying existing conditions, demolishing old cables, and
installing approximately 5,706 feet of new underground and overhead conductors. The requirement includes full-
depth pavement repairs, mill/overlay, crack repairs, and work along the entire Perimeter Road and Jefferson
Ave. All work will be completed IAW Drawings VGLZ262005 Repair Feeder #7.
Brand Name Justification: N/A
The contract duration will be 240 calendar days after notice to proceed to include site restoration, inspection and punch
list items. This project is for 100% Small Business Set-Aside concerns. The North American Industry Classification
System NAICS Code: 237130 – Power and Communication Line and Related Structures with a size standard of $45
Million. The magnitude of construction is between $1,000,000.00 and $5,000,000.00.
The tentative date for issuing the solicitation is on-or-about 13 July 2026. The tentative date for the pre-bid conference is
on-or-about 22 July 2026. 10:00 a.m. local time, location to be provided in the solicitation. Interested contractors are
encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A
site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 17 July 2026
via email to jack.garrettson.1@us.af.mil.
The bid opening date is tentatively planned for on-or-about 31 August 2026 12:00 PM local time. Actual dates and times will
be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To

Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON
SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees.
in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the
Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated
entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent
subcontract amount that cannot be exceeded”.
In accordance with FAR 36.211(b), the following information is provided:
(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable
adjustments for change orders under construction contracts other than those described at FAR 43.204,
DFARS 243.204 and AFARS 5143.204.
(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change
orders under construction contracts for the National Guard is currently not available but will be compiled and
provided in future announcements.

(3) In accordance with FAR Part 14, 36, and FAR 19.805, the successful contractor will be chosen via Invitation for
Bid procedures that result in the best value to the Government. All information required for submission of an
offer will be identified in the solicitation. All responsible sources may submit a proposal which shall be
considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation
for bids and is most advantageous to the Government considering only price and price related factors.
