Statement of Work : Gymnasium Hardwood Floor Restoration - USCG Station
Quillayute River
1.0 GENERAL
1.1 BACKGROUND: USCG Station Quillayute River maintains a 3,080-square-foot (44' x
70') gymnasium used by personnel to maintain physical readiness. Over time, the
existing hardwood floor has experienced regular wear and requires complete refinishing
to preserve the integrity of the wood and ensure a safe, suitable surface for athletic
activities.
1.2 SCOPE: The Contractor must provide all labor, equipment, and materials necessary to
completely restore the 3,080-square-foot gymnasium hardwood floor. The work
encompasses protecting the area, sanding the floor to bare wood, applying seal coats,
painting new basketball and volleyball court lines, and applying final protective
topcoats, while ensuring proper ventilation, dust control, and waste disposal.
1.3 OBJECTIVE: Restore the gymnasium hardwood floor to a fully functional and safely
finished condition.
1.4 CONTRACT TYPE: This Statement of Work supports a Firm-Fixed-Price (FFP) contract.
1.5 APPLICABLE DOCUMENTS: The Contractor must comply with the Federal Acquisition
Regulations (FAR) and all applicable federal, state, and local laws, regulations, and
policies.
2 SPECIFIC REQUIREMENTS / TASKS
2.1.1 Mobilize equipment and protect adjacent areas, walls, doors, hardware, and any
permanent fixtures from dust and potential damage.
2.1.2 Utilize dust-containment systems on sanding equipment and block oƯ HVAC vents
in the work area to prevent dust and chemical vapors from circulating throughout
the rest of the building.
2.1.3 Sand the entire 3,080-square-foot hardwood floor down to bare wood using coarse,
medium, and fine grits to remove all existing finish, scratches, and old game lines.
2.1.4 Vacuum and tack the floor thoroughly to remove all dust and particulate matter prior
to the application of finishes.
2.1.5 Apply manufacturer-approved base and seal coats to the prepared bare wood
surface.

2.1.6 Layout, mask, and paint new basketball and volleyball game lines on the court
surface. Preferred colors are black lines for basketball and white for volleyball.
2.1.7 Apply the final protective topcoats (e.g., high-build, high-gloss polyurethane or
water-based gym finish) over the entire floor.
2.1.8 Allow for an appropriate curing period with adequate ventilation in accordance with
manufacturer specifications.
2.1.9 Dispose of all generated waste oƯ-base, including sanding dust, used rags, and
empty chemical containers, in accordance with all local, state, and federal
environmental regulations. The Contractor must not dispose of hazardous waste in
Coast Guard dumpsters.
2.1.10 Conduct final inspection, perform site cleanup, and demobilize all equipment.
3 CONTRACTOR PERSONNEL
3.1 Key Personnel: The Contractor must provide qualified personnel to perform all tasks
outlined in Section 2.0.
3.2 CONTINUITY OF SUPPORT: The Contractor must ensure that the contractually
required level of support is maintained at all times. The Contractor must ensure that all
contract support personnel are present for all hours of the workday. If for any reason the
Contractor staƯing levels are not maintained due to vacation, leave, appointments,
etc., and replacement personnel will not be provided, the Contractor must provide e-
mail notification to the Contracting OƯicer’s Representative (COR) prior to employee
absence. Otherwise, the Contractor must provide a fully qualified replacement.
3.3 Project Manager: The Contractor must provide a Project Manager who must be
responsible for all Contractor work performed under this SOW. The Project Manager
must be a single point of contact for the Contracting OƯicer and the COR. The name of
the Project Manager, and the name(s) of any alternate(s) who must act for the
Contractor in the absence of the Project Manager, must be provided to the Government
as part of the Contractor's proposal. The Project Manager is further designated as Key
by the Government. During any absence of the Project Manager, only one alternate
must have full authority to act for the Contractor on all matters relating to work
performed under this contract. The Project Manager and all designated alternates must
be able to read, write, speak and understand English. Additionally, the Contractor must
not replace the Project Manager without prior approval from the Contracting OƯicer.
The key personnel will be designated by the contractor as the POC for the contractor.

3.3.1 Contractor Key personnel must not be assigned by the Contractor to more than one
key position for this requirement.
3.4 EMPLOYMENT IDENTIFICATION
3.4.1 FACILITY ACCESS: Contractor personnel do not require logical access to
Government information systems or unescorted access to secure Government
facilities. Therefore, Common Access Cards (CAC) will not be issued. If temporary
physical access to a Government facility is required for meetings or site visits,
Contractor personnel must comply with all local installation visitor control
procedures, submit to standard security screening, and be escorted by Government
personnel at all times.
3.4.2 IDENTIFICATION: Contractor personnel must clearly identify themselves as
contractors at all times. This includes wearing visible corporate identification
badges while at Government facilities, identifying themselves as contractors during
telephone conversations and in meetings, and including a contractor designation
(e.g., '[Contractor Company Name]') in all email signatures and electronic
communications.
3.5 EMPLOYEE CONDUCT: Contractor’s employees must comply with all applicable
Government regulations, policies and procedures (e.g., fire, safety, sanitation,
environmental protection, security, “oƯ limits” areas, wearing of parts of DHS uniforms,
and possession of weapons) when visiting or working at Government facilities. The
