Replace Flooring and Paint Interior Spaces In Building 52 on Coast Guard Island

STATEMENT OF WORK (SOW) Interior Renovations of Southwest District Command Offices 1. PROJECT OVERVIEW This Scope of Work details the requirements for the interior renovation of Southwest District offices located in Building 52, Campbell Boulevard, Coast Guard Island, Alameda, CA 94501. The project involves two main components: (1) the removal of existing carpet and installation of new laminate vinyl flooring, and (2) the complete interior painting of the office spaces. The objective is to refresh and modernize the office environment with minimal disruption to building occupants. 2. SCOPE OF WORK The work shall include, but is not limited to, the following: 2.1. Flooring: Replace of Carpet with Laminate Vinyl Flooring in the areas indicated in the Floor Plan 1. 2.1.1. Remove Existing Flooring: 2.1.1.1. The contractor shall remove and dispose of all existing carpet - approximately 2231 SF. 2.1.1.2. All adhesive and residue from the previous flooring will be removed from the subfloor. 2.1.2. Subfloor Preparation: -- 1 of 9 -- 2.1.2.1. The contractor shall inspect the subfloor for any damage, holes, cracks, or uneven areas. 2.1.2.2. The contractor shall make necessary repairs to the subfloor using material recommended by the laminate vinyl flooring manufacturer to ensure a level and smooth surface for installation. Contractor shall assume approximately 450 SF of repairs necessary within bid-price. 2.1.2.3. The subfloor shall be cleaned of all debris and dust before the installation begins. 2.1.3. Installation of Laminate Vinyl Flooring approximately 2231 SF: 2.1.3.1. Contractor shall submit a list of products with colors for Coast Guard selection. Products shall meet the following minimum requirements: 2.1.3.1.1. Luxury plank laminate vinyl tile (LVT) 2.1.3.1.2. Click-lock connection 2.1.3.1.3. Embossed low gloss 2.1.3.1.4. Painted bevel edge 2.1.3.1.5. Minimum 6.5 mm thick 2.1.3.1.6. 100% waterproof 2.1.3.1.7. Easy to clean and maintain 2.1.3.1.8. No-wax flooring 2.1.3.1.9. Wet and steam mop approved 2.1.3.1.10. Acrylic surface coating for scratch and stain resistance 2.1.3.1.11. Pre-attached underlayment 2.1.3.1.12. Anti-microbial treatment to inhibit the growth of odor and stain causing mold and mildew on the top surface 2.1.3.1.13. Rigid core technology 2.1.3.2. The flooring shall be installed according to the manufacturer's instructions. 2.1.3.3. New quarter-round molding and transition strips shall be installed where necessary to ensure a clean and finished look. 2.2. Interior Painting: Interior Painting: Areas indicated in Floor Plan 2. Approximately 5300 SF. 2.2.1. Surface Preparation: 2.2.1.1. All surfaces to be painted will be prepared by cleaning, scraping, sanding, and patching any holes or cracks. -- 2 of 9 -- 2.2.1.2. All furniture, equipment, and flooring will be covered and protected from paint. 2.2.1.3. The contractor shall take necessary precautions for dust control, especially if any sanding is required. 2.2.2. Painting: 2.2.2.1. Apply a minimum of two coats of Interior Semi-Gloss Low VOC paint in the color selected by the US Coast Guard. Submit paint choices to the Coast Guard. 2.2.2.2. The paint will be applied evenly, without drips, sags, or brush marks. 2.2.2.3. The scope of painting includes all interior walls within the designated office spaces. 3. DESIGNATED CONTRACTING OFFICER’S REPRESENTATIVE The designated Contracting Officer Technical Representatives (COTR) and Points of Contact for this project are Aleta Beekmann and LCDR Bethany Stafford. 4. CONDITIONS AFFECTING THE WORK 4.1. The contractor should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. The government will assume no responsibility for any misunderstanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents. 4.2. Site Management: The contractor shall assign a single point of contact for all project communications. The contractor is responsible for the daily cleanup of the work area, including the removal of all construction debris. The work area must be left in a clean and safe condition at the end of each day. The contractor shall ensure that an employee is designated onsite to serve as the primary point of contact for the government . This individual shall be able to speak on behalf of the contractor or have immediate -- 3 of 9 -- access to a responsible representative for the contractor. 4.3. Furniture and Equipment: The contractor is responsible for carefully moving any office furniture and equipment necessary to perform the work. All items will be returned to their original location upon completion of the work in that area. No additional storage will be provided by the government for this furniture – contractor shall phase work to accommodate furniture moving. 4.4. Safety: The contractor will adhere to all applicable safety regulations. 4.5. Change Orders: Any changes to this Scope of Work must be documented in a written change order signed by the contracting officer before the additional work begins. 5. CONTINUITY OF FACILITIES OPERATION Contractor is responsible for minimizing impact to the Coast Guard’s operations. Contractor shall work with COTR to determine least impactful schedule. 6. CHANGES IN WORK No oral statement of any person shall in any manner or degree modify or otherwise affect the terms of this contract. Changes in the work may only be accomplished after the execution of the contract through issuance of a contract modification .
