FY26 Civil Air Patrol (CAP) Mold Remediation and Cleaning at Maxwell AFB, AL

STATEMENT OF WORK CIVIL AIR PATROL MOLD ABATEMENT, REMEDIATION SERVICES AND CEILING REPAIR GENERAL: Services non personal to furnish all labor, services, tools, materials, equipment, transportation, supervision and miscellaneous requirements needed to perform all operations in conjunction with the effort to accomplish the Statement of Work (SOW). Contractor shall have current certifications in mold abatement and remediation. The project shall be completed in accordance with industry standards, applicable safety regulations, generally accepted industrial hygiene practices and this SOW. Upon completion of mold remediation and cleaning following industry standards, all surfaces abated shall be wiped with an EPA-registered disinfectant and coated with a mold inhibitor. The contractor shall submit product data sheets and safety data sheets of all chemicals to be used prior to the commencement of work. Contractor shall conduct a pre-test to establish a baseline and develop mold remediation schedule for review by the Government prior to commencement of work. Contractor shall submit a project schedule indicating the beginning of all work activities and the anticipated completion dates. Following the completion of work, the Contractor shall complete a post-remediation test for comparison. Place of Performance:CAP-USAF Bldg. 714 105 S Hansell St Montgomery, Al 36112 Description of Work: The contractor shall possess current certifications in mold remediation. The contractor shall provide all labor, materials, tools, personnel, transportation, equipment, and services necessary for this project. The contractor shall perform all assessment, containment, removal, cleaning, and post-remediation verification activities in accordance with recognized industry standards and generally accepted industrial hygiene practices. Acceptable references include ANSI/IICRC S520, EPA Mold Remediation in Schools and Commercial Buildings, and other nationally recognized standards that provide an equivalent level of protection. Where differences exist, the contractor shall apply the more protective practice unless otherwise approved by the Contracting Officer. The contractor shall provide removal and remediation of building materials showing visible signs of mold growth, excessive water saturation, or moisture intrusion. The contractor shall also evaluate the affected area and inform the Facility Manager if furniture, ceiling tiles, or any cubicle fixtures need removal or replacement. During the performance of mold remediation, Contractor shall inspect areas for root cause of moisture intrusion or excess saturation and inform building manager of locations and sources for Government’s internal remediation efforts. The contractor shall not remove carpet flooring nor remove or disturb paint from walls during the cleaning and decontamination process. The Government does not anticipate the need for an industrial hygienist in the performance of this SOW. Existing wall and ceiling cavities shall be cleaned, treated with an EPA-registered disinfectant, coated with a mold inhibitor and allowed to completely dry. The Government does not anticipate a need to create additional openings in walls or ceilings for remediation efforts. However, should mold sources be identified that would require creating new openings, the contractor shall notify the Government for coordination. Contractor shall not remove carpet flooring or disturb the paint on the walls during the cleaning and decontamination process. Contractor shall perform a comprehensive inspection and source-removal cleaning of the facility HVAC system. All components, including supply/return ductwork, air handler units, coils, drain pans, and registers, shall be cleaned. The contractor shall inform the Facility Manager of any HVAC parts that need to be removed or replaced in regards to mold remediation efforts. A schematic of the HVAC system is included for reference in Attachment 1, Building HVAC Plans. Contractor shall perform fine particle and surface cleaning, consisting of BASIC HEPA vacuuming on all surfaces; including desks and furniture, to remove dust, mold spores, and microbial debris. Utilize EPA-approved antimicrobial solutions for damp wiping of hard, nonporous surfaces. Work shall be performed in such a way as to minimize the impact on any building occupants and will minimize the amount of dust or remediation debris outside of work areas. Contractor shall be responsible for daily cleaning and disposal of debris generated in the performance of this SOW. Contractor shall conduct post-remediation verification, to include air testing and moisture level checks in the remediated areas, to ensure a normal fungal ecology has been restored. Contractor shall coordinate work schedules with the Contracting Officer Representative (COR)/Facility Manager. Contractor shall coordinate post-remediation verification (PRV). An independent third-party industrial hygienist or qualified environmental professional shall conduct Post-Remediation Verification following completion of remediation. PRV shall include a visual inspection, moisture assessment, HVAC evaluation, and indoor/outdoor environmental sampling, as appropriate, to verify that moisture sources have been eliminated, no visible contamination remains, the building exhibits no evidence of indoor microbial amplification, and normal fungal ecology has been restored. The verifier shall provide a written report documenting the evaluation and professional opinion that the affected areas are suitable for re-occupancy. Performance Period: Work shall be accomplished within 20 calendar days following the completion and approval of the contractor’s mold remediation protocol; including any time for shipping and handling of equipment.
