Combined Synopsis- Solicitation Contracting Office Address: 934th Airlift Wing/Contracting Office 860 Military Highway Minneapolis, MN 55450-2100 This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ) for Giant Voice Upgrades and Repairs , solicitation number FA6633-26-Q-A012 . This solicitation document and incorporated provisions and clauses are those in effect through the RFO Federal Acquisition Circular (FAC) 2026-01 and Defense Federal Acquisition Supplement (DFARS) change notice 05/07/2026. This requirement is being solicited as a 100% Total Small Business Set-aside . The NAICS Code is 238210, size standard: $19.0 million . All contractors must be registered in the System for Award Management (SAM) (http://www.sam.gov) database to be eligible to receive award and have completed the “On-line Representations and Certifications” within that registration. The Offeror must be an authorized, qualified, and certified vendor. Written quotes are required (oral offers will not be accepted). One award is anticipated. All quotes are due by 12:00 PM Central Standard Time 17 Aug 2026. TERMS: AFRC Ombudsman (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
