DESCRIPTION
Description
This is a combined synopsis/solicitation for commercial items prepared in accordance
with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined
Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with
additional information included in this notice. This announcement constitutes the only
solicitation; quotes are being requested, and a written solicitation document will not be
issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition Circular 2025-03
This solicitation is set-aside for 100% SDVOSB, IAW FAR 19.5 Small Business Total
Set-Asides, Partial Set-Asides, and Reserves.
The associated North American Industrial Classification System (NAICS) code for this
procurement is 541380, with a small business size standard of $16.5 Million.
The FSC/PSC is J065.
The VA Loma Linda Healthcare System (VALLHCS), Jerry L. Pettis VA Medical Center

Statement of Work (SOW)
I. TITLE:
Media Fill and Gloved Fingertip Testing
II. BACKGROUND INFORMATION:
The VA Loma Linda Health Care System is seeking a contractor to provide
Media Fill Testing (MFT) and Gloved Fingertip Testing (GFT) for evaluation of
personnel performance for employees assigned to compound sterile
products.
III. OBJECTIVES:
Provide initial and semi-annual MFT and GFT for evaluation of personnel
performance for employees assigned to compound sterile products. Base
year, plus four option years requested.
IV. SCOPE:
4.1 Supplier shall have trained and accredited personnel conduct MFT and GFT.

4.2 Supplier shall conduct all testing procedures according to United States
Pharmacopeia (USP) standards including, but not limited to, USP <797>
Pharmaceutical Compounding – Sterile Preparations and USP <1116>
Microbioloical Control and Monitoring Of Aseptic Processing Environments.
4.3 Supplier shall provide all necessary materials, labor, supervision, and
management to coordinate MFT and GFT for VA Loma Linda Healthcare System.
4.4 Supplier shall provide detailed information on the MFT process to be conducted
when requested.
4.5 Supplier shall conduct MFT and GFT testing for employees newly assigned to
the compound sterile preparations, then every 6-12 months thereafter.
4.6 Supplier shall coordinate testing dates with VA Loma Linda Healthcare System
Inpatient Pharmacy Management team as needed, with at least fourty eight hours
notice.
4.7 Supplier shall provide retesting in the event of inconclusive or positive results.
V. OVER AND ABOVE REPAIR:
Upon discovery of malfunctioning part, the contractor shall immediately notify
the COR. The repair shall not be initiated until approval is obtained from the
Contracting Officer and appropriate Facility Staff or COR. Chargers for repair,
labor, and parts shall originate only when required and upon prior approval
being granted by the Contractor Officer. At the VA's option the contractor may
be requested to provide a price quotation for the repair job. The VA has sole
discretion to select the Contractor who is willing to provide these repair
services, and they will be ordered as a separate action (not as part of this
contract).
VI. PERIOD OF PERFORMANCE:
Base Plus 4, from performance start date. Work may be scheduled during the
day or night (Depending on load demand), Monday thru Friday and/o…
