Work includes correction of mechanical, structural, ventilation, and shading deficiencies identified during the site visit. Repairs include but are not limited to: • Repair of damaged sash hardware • Replacement of bent gear bars • Realignment and lubrication of sashes • Replacement of worn sash gaskets • Cleaning and replacement of screens • Lubrication and replacement of roof vent gears • Replacement of bow bars • Repair of shade guide wires and shade drive cables • Repair or replacement of damaged roof panels 2. 2.0 Background The CRL Greenhouses support ongoing USDA-ARS research requiring precise environmental and structural integrity. Due to age, weather exposure, and continuous operational demand, several greenhouse systems have degraded. Repairs are required to maintain safe, functional, and research-ready greenhouse environments. 3. 3.0 Contractor Requirements All Contractors must attend the mandatory on-site pre-bid visit to verify scope, document additional deficiencies, and confirm material and equipment requirements. Contractors must: • Produce a comprehensive punch list of completed repairs for Contracting Officer Representative (COR) approval. • Coordinate work schedules with the COR to prevent disruption of active research. • Follow all USDA facility access and safety requirements. 4. 4.0 Technical Requirements / Tasks Contractor shall perform all repairs according to manufacturer specifications and USDA-ARS facility standards. All repaired systems must undergo post-installation testing to verify proper function. 5. 5.0 Government-Furnished Items None. 6. 6.0 Period of Performance The total period of performance is 180 days from Notice to Proceed. Schedule adjustments require CO approval. 7. 7.0 Quality Assurance / Quality Control (QA/QC) The Contractor shall implement a Quality Assurance / Quality Control (QA/QC) program to ensure all work meets USDA-ARS standards and manufacturer specifications. QA/QC requirements include: • Inspecting all materials prior to installation to verify they meet required specifications. • Verifying all greenhouse components are installed, aligned, and functioning properly. • Ensuring all fasteners, seals, and moving parts are properly tightened, lubricated, and secured. • Performing operational testing on repaired components including vents, shades, sashes, and mechanical linkages. • Documenting deficiencies and corrective actions taken. • Submitting a QA/QC completion report along with the final punch list for COR review and approval. 8. 8.0 Safety Requirements -- 3 of 4 -- 4 The Contractor is responsible for maintaining a safe work environment and complying with all OSHA, federal, state, and USDA-ARS safety regulations. Required safety practices: • Use of appropriate Personal Protective Equipment (PPE) including gloves, eye protection, fall protection, and respiratory protection when applicable. • Lockout/Tagout procedures when working on powered systems. • Ladder and lift safety compliance. • Daily safety briefings for all on-site employees. • Immediate reporting of all incidents, near-misses, or hazardous conditions to the COR. • Maintaining controlled access to work zones to avoid interference with USDA personnel or research operations. -- 4 of 4 --
