Grounds Maintenance at the Northern California TRACON and Oakland ARTCC

MARCH 5, 2026 1 STATEMENT OF WORK Oakland Air Route Traffic Control Center (ARTCC) 5125 Central Avenue, Fremont, CA 94536 General Requirements: The Contractor shall furnish all labor, supervision, equipment, and materials necessary to provide grounds maintenance services in accordance with the requirements specified. The operations to be performed shall include cutting grass, edging, and fertilization, maintain sprinkler heads and replace them as needed, collection and disposal of litter and trash, vegetation cutting and removal, and other miscellaneous services as described. The Contractor will be responsible in determining the number of employees required to accomplish the work required in this contract to ensure the grounds have a well-kept, always cared for appearance. Overall results will be a major consideration in the acceptability of contractor performance. Period of Performance: The performance reads as follows: Base Year: 10/01/2026 – 09/30/2027 Option Year 1: 10/01/2027 – 09/30/2028 Option Year 2: 10/01/2028 – 09/30/2029 Option Year 3: 10/01/2029 – 09/30/2030 Option Year 4: 10/01/2030 – 09/30/2031 Work Hours: All work shall be performed between the hours of 7:00 AM to 3:30 PM, Monday through Friday. No Holiday work is allowed. All work shall be scheduled and coordinated with the COR. Holidays observed by government employees during the term of this contract are as follows: New Year’s Day, Martin Luther King Day, Washington’s Birthday/President’s Day, Memorial Day, Juneteenth Independence Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, and Christmas Day. Grounds Data: Approximately nine (9) acres are covered by this contract, divided as follows: Asphalt parking and driveways 5.0 acres Concrete sidewalks, pads, etc. .4 acres Lawn and landscaped area 2.5 acres Perimeter including fence and cul-de-sac .5 acres Measurements are approximate and are to be verified by the Contractor. Management: The Contractor shall provide on-site supervision for all work performed as described herein. That supervisor cannot be subcontracted out and must be directly employed by the Prime contractor. The Contractor shall manage the total work effort associated with the grounds maintenance services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, report preparation, and quality control. The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. Work Control: The Contractor shall implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor shall plan and schedule work to assure labor, equipment, and material are available to complete work requirements within the specified time limits and in -- 1 of 4 -- MARCH 5, 2026 2 conformance with the quality standards established herein. Written scheduling and status reports shall be provided when requested by the Contract Officer Representative (COR) or through coordination of the Contracting Officer. Herbicides: The Contractor shall be licensed by the applicable State agency to provide vegetation control in the categories specified in this contract. All work shall be under the superintendence of a certified, responsible individual, and in accordance with Federal, State, local, and activity laws and requirements. Proposed methods of application as well as the MSDS sheets are to be submitted for approval no later than 2 weeks in advance of application. Should submittals result in non-approval, the contractor will provide an alternative product and/or method of application at no additional cost to the government. Contractor's Superintendent: During the execution of all work involving the handling and/or use of herbicides, the Contractor shall give the job his personal supervision or shall have on the job a responsible and competent representative with the authority to speak and act for him. The whereabouts on the activity of the supervisor shall be made known to the Government Representative at all times when work is performed. Inspections: Monthly inspections of all areas will be made jointly by the Contractor and the Contracting Officer’s Representative or the person designated as the Facility Point of Contact. Mowing (Grass Cutting): All grass areas located within this maintenance area shall be cut to a uniform height between two (2) and three (3) inches as specified. Mowing of lawn areas will be done each time the Contractor is onsite. Partial or patch mowing is not acceptable unless inclement weather prevents the Contractor from finishing work after it has been started. Grass cutting is to be accomplished free of scalping, rutting, bruising, and uneven and rough cutting. The Contractor’s cutting equipment shall have sharp cutting edges which produce a neat, clean, even cut. Edging: All sidewalks, driveways, street edges, curbs, other paved areas, and shrubbery areas located within this maintenance area shall be edged. Trimming of edges shall be done at each mowing and maintain a neat and uniform line separating the lawn from header boards, sidewalks, buildings, fences, and/or obstacles. All edging will be done to retain the original size and shape of planter areas. A cleared circle, at least 24” in diameter shall be maintained free from grass and weeds at the base of each tree to reduce the possibility of damage from equipment. A cleared circle, at least 24” in diameter, shall be maintained free from grass and weeds around each sprinkler head to provide maximum water coverage and reduce the possibility of damage from equipment.
