Performance Work Statement (PWS) Life Safety Assessment Survey Solicitation No. 36C24826Q0937 1. Place of Performance James A. Haley Veterans Hospital (JAHVH) main campus, 13000 Bruce B. Downs Blvd (Building 100 and Building 1 Pipe Basement), Tampa, FL 33612. 2. Scope of Work James A. Haley Veterans' Hospital, located at 13000 Bruce B. Downs Blvd, has expanded to include a New Bed Tower on the southeast side of the property. Building 100 and the Basement of Building 1 require a completed Life Safety Assessment by a qualified Fire Protection Engineer (or team of Fire Protection Engineers) to inspect the facilities and ensure all fire protection–related features meet the applicable NFPA codes, and that the facility's Life Safety Drawings are accurate and consistent with the applicable requirements of NFPA 101. This contract includes a complete life safety assessment of the entirety of Building 100 and the Basement of Building 1, and a completed report of findings referenced to applicable standards. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform the life safety assessment of Building 100 and the Basement of Building 1. Life Safety Drawings will be provided by the Contracting Officer's Representative (COR) for the Contractor's use during the assessment. 3. Security Requirements The Certification and Accreditation (C&A) requirements do not apply, and a Security Accreditation Package is not required for this effort. This is a facilities life safety survey; it does not involve access to, or creation of, VA sensitive personal information (SPI) or protected health information (PHI) in the ordinary course of performance. 4. Description of Services / General Information 4.1 Hours of Operation and Scheduling The Contractor shall provide Life Safety Assessment services for the identified facilities during normal hours of operation, Monday through Friday, 0800–1600. The Contractor shall perform work on consecutive days until the on-site assessment is complete. The Contractor shall not perform work on weekends or the following observed Federal holidays: Holiday Date New Year's Day January 1 Martin Luther King Jr.'s Birthday 3rd Monday in January Presidents' Day 3rd Monday in February Memorial Day Last Monday in May Juneteenth June 19 Independence Day July 4 Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veterans Day November 11 Thanksgiving Day Last Thursday in November Christmas Day December 25 Note: This includes any other day declared by the President of the United States to be a national holiday. This service assesses Building 1 Basement and the entirety of Building 100 to ensure all fire protection–related features comply with relevant NFPA codes. The Contractor shall demonstrate an adequate standard of care by utilizing published, peer-reviewed, industry-appropriate standards of practice. 4.2 Description of Services The Contractor shall complete the Life Safety Assessment utilizing the most current approved edition of the Life Safety Code (NFPA 101) applicable to the new construction. The Contractor shall document any discrepancies between the existing Life Safety Drawings provided by the COR or designee and actual field conditions, to enable future revision of those drawings. The Contractor shall provide a written report of all deficiency findings, referenced to the applicable code standard. The Contractor shall perform the survey on consecutive days unless a different schedule is approved by the COR or designee. Building 100 is designed for multiple occupancies, where each level is considered a separate occupancy from adjacent levels, and Level 1 is a mixed occupancy. Building 1 Basement is a pipe basement housing facility management shop. Specific Tasks 5.1 Third-Party Fire Protection Code Life Safety Assessment For new construction of a healthcare facility, fire protection code life safety assessments shall be performed by a qualified Fire Protection Engineer (or engineers) not associated with the design team. The Contractor shall conduct the assessment Monday through Friday, 0800–1600, excluding all Federal holidays.
