VA RFQ 36C26326Q0906
for Triennial Electrical Breaker and Electrical Power Distribution System Testing
1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance
with the format in Revolutionary FAR Overhaul (RFO), Part 12, as supplemented with additional information
included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a
separate solicitation will not be issued.
2. SOLICITATION NUMBER: 36C26326Q0906
3. This solicitation is issued as a Request for Quotation (RFQ).
4. The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular FAC 2026-01 03/13/2026, and RFO Part 12.
5. This solicitation is 100% Set-Aside for SDVOSBs.
6. The associated NAICS code and small business size standard:

Size Standard: $11.5M
7. Description of Requirements:
Triennial Testing of Electrical Breakers and Electrical Power Distribution at the Iowa City VA Healthcare
System, Medical Center in Iowa City, Iowa.
Includes Travel, Labor, Technicians and all equipment necessary to perform the SOW.
Deliverables include reports, documentation and CDs.
Work will be performed according to required standards and regulations.
8. Period of Performance.
Anticipated award date is August 1, 2026.
POP is TBD. Government intends to begin coordinating work and establishing a work schedule immediately after
award which is anticipated to be August 1,2026. Work must be started and ongoing by September 30 and shall
be complete by October 15, 2026.
Work will be performed at: Iowa City VA Healthcare System, 601 Highway 6 West, Iowa City, IA 52246

2) GENERAL INFORMATION.
100% Set-Aside for SDVOSBs.
Anticipated award date: By August 1, 2026.
Period of Performance: Government intends to begin coordinating work and establishing work schedule
immediately after award which is anticipated to be August 1,2026. Work must be started and ongoing by
September 30, and shall be complete by October 15, 2026.
This solicitation is issued under Revolutionary FAR Overhaul (RFO) Part 12 Simplified Acquisition Procedures.
The Government intends to award without discussions.
Partial offers are not being accepted.
The Contract will be: Single Award, Firm Fixed-Price, Purchase Order.
Late offers will not be accepted regardless of how late offers are addressed anywhere else in this solicitation.
Offerors are required to be registered in SAM when submitting a quote and at time of award.
The Service Contract Labor Standards Clause 52.222-41 applies and is included.
The Wage Determination is attached, and Clause 52.222-42 Statement of Equivalent Rates for Federal Hires is
included in the solicitation.
