STATEMENT OF WORK
BLDG. 308– Carpet Replacement on First Floor
LAUGHLIN AFB, TEXAS
1.0 DESCRIPTION OF SERVICES: The Contractor shall furnish all materials, labor, tools,
equipment, transportation, supervision, and all other incidentals required to complete the
work described in this Statement of Work (SOW) at Laughlin Air Force Base, Building 308.
The work consists of removing and replacing the carpet, transition strip, and cove base on the
first floor within the 47th OSS offices and conference room, utilizing the 589 New Basics III
carpet manufactured by Mohawk Group. The Contractor shall also replace all cove base in
the rooms identified above. All work shall be performed in accordance with all applicable
federal, state, local, and Air Force regulations, including requirements governing installation,
safety, disposal, and workmanship. The Contractor shall ensure continuous management
oversight throughout contract execution. The Period of Performance for this project shall be
30 business days from issuance of the Notice to Proceed (NTP).
2.0 PROJECT BACKGROUND: The first‑floor area of Building 308 identified for renovation
encompasses 2,840 square feet, as shown in the Space Utilization Study floor plan. This
section of the facility, occupied by the 47th OSS offices and conference room, has
experienced significant wear to its existing carpet, transition strips, and cove base due to
sustained operational use and high foot traffic. The Government has procured Mohawk
Group’s 589 New Basics III carpet specifically for this replacement effort, and the project is
initiated to install new carpet across the full 2,840‑square‑foot footprint and replace
approximately 2,080 linear feet of cove base along the perimeter of the designated rooms.
This work is required to restore interior conditions, maintain a safe and professional
environment, and align the facility with current Air Force standards for appearance,
durability, and functional support of mission activities.
3.0 DESCRIPTION OF ASSESSMENT AND PLANNING: The Contractor shall:
3.1 Conduct a site visit to assess and verify measurements for all specified rooms in
Building 308.
3.2 Verify the required carpet type, cove base quantities, and transition strip locations to
ensure proper installation.
3.3 Obtain necessary permits from the local authority having jurisdiction (AHJ), if
required.
3.4 Provide a detailed installation plan including sequencing, material delivery schedule,
and management oversight to ensure compliance with all applicable federal, state,
local, and Air Force regulations.
4.0 DESCRIPTION OF PRODUCT: All material for the project shall be at the cost of the
contractor.

4.1 Supply 2,840 square feet of commercial‑grade 589 New Basics III carpet from
Mohawk Group for the 47th OSS offices and conference room on the first floor of
Building 308.
4.2 Supply approximately 2,080 linear feet of 4‑inch black cove base for the perimeter of
the designated rooms.
4.3 Provide two (2) new carpet transition strips for installation at entrances and doorway
thresholds.
4.4 Include all necessary adhesive, tack strips, and other ancillary materials as needed for
a complete installation.
5.0 DESCRIPTION OF INSTALLATION: The Contractor shall:
5.1 Remove and dispose of all existing carpet, padding, and transition strips in the
designated rooms. All waste materials must be transported to and disposed of at a
commercial waste management facility located off government property. Disposal in
any government or base‑owned facility, including dumpsters, is strictly prohibited.
5.2 The Contractor shall remove all movable furniture prior to commencement of work.
Contractor shall work around any furniture or equipment that cannot be removed.
5.3 Prepare the subfloor, ensuring it is clean, smooth, and ready for installation in
accordance with manufacturer’s recommendations and industry best practices.
5.4 Install new 2,840 square feet of Mohawk Group 589 New Basics III carpet in the
designated rooms, ensuring proper alignment and secure attachment.
5.5 Install approximately 2,080 linear feet of 4‑inch black vinyl cove base along the
perimeter of all designated rooms.
5.6 Install two (2) commercial‑grade transition strips at entrances and doorway thresholds
to ensure safe and clean transitions between flooring surfaces.
5.7 Ensure all seams are properly sealed, edges are neatly tucked, and installation meets
applicable federal, state, local, and Air Force regulations.
5.8 Remove and properly dispose of all construction debris, including old carpet,
padding, cove base, and waste materials, at an off‑site commercial facility.
6.0 DESCRIPTION OF TESTING AND VERFICATION: The Contractor shall:
6.1 Conduct a walkthrough to inspect the final installation of each room as work is
completed for quality, including seam integrity, adhesion, and overall appearance.
6.2 Verify that all transitions and baseboards are secure and provide a smooth and safe
transfer between floor surfaces.
6.3 Conduct a final inspection with a representative to ensure all work meets the
requirements of this SOW.

7.0 SITE-MAINTENANCE: The Contractor shall:
7.1 Work areas shall be maintained in a neat, clean, safe condition and shall, at a
minimum, be cleaned with all waste and packing materials removed at the end of
each shift.
8.0 PROJECT CLOSEOUT: The Contractor shall:
8.1 The contractor shall submit draft DD Form 1354 if required prior to closing
8.2 The contractor only has 10 days to process the DD Form 1354 if required.
8.3 The contractor shall provide all warranty documentation for government warranty
management.
8.3.1 The contractor shall be responsible for any warranty and service calls
throughout the manufacturer’s warranty period.
8.3.2 Once warranty and service calls have been requested, the contractor shall
follow manufacturer’s warranty terms and conditions, and work with a
government representative until issues are resolved.
